In Irkutsk, persons accused of committing a number of grave and especially grave offenses to stand trial


The Department I for Major Crimes Investigation of the Irkutsk Regional Investigative Department of the Investigative Committee of Russia finished investigation of a probe into 10 accused. Depending on the role of each, they are charged with committing offenses under Part 1 of Article 209 (creation of a gang), Part 2 of Article 209 (participation in a gang), Part 1 of Article 111 (intentional infliction of severe health damage), Paragraph A of Part 3 of Article 126 (kidnapping committed by an organized group), Paragraphs A, C, D of Part 2 of Article 126 (kidnapping committed by a group of persons under preliminary conspiracy, with use of violence, using weapons), Paragraph A of Part 3 of Article 163 (extortion committed by an organized group), Paragraphs A, C, D of Part 2 of Article 163 (extortion committed by a group of persons under preliminary conspiracy, with use of violence, on an especially large scale), Part 3 of Article 222 of the Criminal Code of Russia (illegal acquisition, transfer, sale, storage, transportation, or bearing of firearms, their spare parts and ammunition, committed by an organized group).

The probe was launched upon materials of the Irkutsk Regional Department of the Federal Security Service and Department for Combating Organized Crime of the Criminal Intelligence Directorate of the Russian Interior Ministry.

According to investigation, the accused had been committing crimes since 2011. In the beginning of 2018, one of the accused, having stable criminal convictions and past experience of committing crimes, possessing organizational skills and leadership qualities, decided to organize attacks on citizens out of mercenary motives, in order to establish his criminal influence and authority on the territory of the Sverdlovsk district of Irkutsk and in Irkutsk in general, as well as for the illegal manufacture and sale of weapons, counting on the constant engagement in criminal activities. In order to carry out these intentions, he created a stable armed group (gang), rallying around himself those adhering to similar illegal views and ready to commit attacks on citizens. Subsequently, the gang expanded with new members from among the acquaintances of the gang leader. In total, the gang consisted of 6 persons.

The investigation established that the perpetrators committed crimes insolently and cynically. They abducted citizens and subsequently severely beat them, inflicted stabbed and gunshot wounds on some of them, and then extorted property. 8 people have been recognised as victims of the offence.

In summer 2018 the illegal activities of the accused were totally suppressed by officers of the Irkutsk Regional Departments of the Federal Security Service and Russian Ministry of Internal Affairs. During searches the officers of the Investigative Committee of Russia seized weapons, ammunition and mobile phones.  

The criminal case amounted to 85 volumes, 65 different forensic examinations were carried out, over 200 witnesses were questioned.

The investigation gathered enough evidence; therefore, the criminal case with the approved indictment has been sent to the court to be tried on the merits.

Apart from that, one of the gang members is charged with committing an offense under Part 1 of Article 205.1 of the Criminal Code of Russia (facilitating terrorist activities). The probe is being processed by an investigator.
