Alexander Bastrykin holds a briefing


The Chairman of the Investigative Committee of Russia Alexander Bastrykin held a video-conference briefing. It was attended by the First Deputy and deputies of the Chairman of the Investigative Committee of Russia, heads of several Central Office departments, regional investigations directorates and educational institutions of the Investigative Committee of Russia.

The head of the Committee listened to reports of heads of regional investigative departments on fulfillment of previously given instructions over incidents in a number of Russian regions and paid attention to a number of other emergencies.

At first Alexander Bastrykin listened to a report of the head of Bashkortostan Republican Investigative Department of the Investigative Committee of Russia on first results of investigation of a probe into infliction of health damage to a senior man as a result of hitting by an electric scooter (Article 118 of the Criminal Code of Russia). The head of the Committee drew the attention of subordinates to the need to carefully figure out causes and conditions that facilitated the incident. In that he noted that every service provided must be safe and it is necessary to create all conditions for it.

Then Alexander Bastrykin listened to a report on incidents involving children: in Altai Region three minor children born in 2015, 2017 and 2019 died in a fire; in the Republic of Tatarstan three young men including a minor died in a traffic accident; in the Republic of Karelia three 15-year-old teenagers drowned; in Moscow a child died as a result of falling overboard of a boat. "Children are dying, and it's not a single incident! We have to prevent this from happening! It is necessary to pay attention to establishing of all circumstances that led to the tragedies!", the Chairman of the Investigative Committee of Russia underlined.

Reports on high-profile traffic accidents in Sverdlovsk and Leningrad Regions were presented by heads of relative regional units of the Investigative Committee of Russia Mikhail Boginsky and Sergey Sazin. The head of the Moscow Main Investigative Department of the Investigative Committee of Russia Andrey Strizhov report about the progress of a procedural probe into death of actress Irina Tsyvina.

The head of the Ryazan Regional Investigative Department of the Investigative Committee of Russia Vladimir Nikeshkin reported about the progress of investigation of a probe into death of people in a fire in Semashko Clinical Hospital. 

The head of the Kaliningrad Regional Investigative Department of the Investigative Committee of Russia Dmitry Bocharov reported on the progress of investigation into rendering of services that do not meet safety requirements (Part 1 of Article 238 of the Criminal Code of Russia). The probe was launched upon results of a pre-investigative assessment of mass media reports about a collapse of an observation desk in Krasnolesye, as a result of which several persons received various injuries.

After listening to a report of an acting head of Novosibirsk Regional Investigative Department of the Investigative Committee of Russia Vitaly Zaripov on the progress of investigation of a probe into a fire at a gas filling station, Alexander Bastrykin transferred the probe to the Central Office of the Committee for the most careful and objective further investigation and establishing of all circumstances of the incident.

A report on the progress of investigation of a probe into damaging and destruction of military grave in Tosnensky District of Leningrad Region (Paragraph A of Part 2 of Article 243.4 of the Criminal Code of Russia) that is carried out under supervision of the Central Office of the Committee was presented by the head of the Leningrad Regional Investigative Department of the Investigative Committee of Russia Sergey Sazin. According to investigation, the director general of EVRIKAl LLC was aware about bone remains indicating a lost military grave of the Great Patriotic War times that were discovered on the land plots belonging to the company. Acting as a group of persons together with unidentified persons, having an intent to destroy the burial sites of Red Army warriors killed in the defense of the Fatherland, he ordered to remove and take out the upper layer of soil containing the remains, that led to their damaging and destruction. Along with that, he actively obstructed search activities. The director general of EVRIKAl LLC was detained and subject to house detention. Alexander Bastrykin instructed to identify all persons involved in the incident and underlined that the Investigative Committee will not ignore any similar attempt to damage or destruct military graves.
