The Chairman of the Investigative Committee of Russia greeted the participants of the scientific and practical conference held at the St. Petersburg State University


In his video address the Chairman of the Investigative Committee of Russia Alexander Bastrykin greeted the participants of the scientific and practical conference dedicated to the 115th anniversary of the birth of the Honored Scientist of the Russian Federation I. F. Krylov entitled "Scientific School of Criminal Procedure and Criminalistics, St. Petersburg State University. Formation and development of criminal procedural and forensic knowledge (XIX-XXI centuries)", that is taking place in St. Petersburg. The conference is attended by the Human Rights Ombudsman in the Russian Federation Tatyana Moskalkova, representatives of the Moscow State University named after M.V. Lomonosov, the St. Petersburg State University, the Moscow State Law University named after O.E. Kutafin, the University of the Prosecutor's Office of the Russian Federation, a number of other domestic and foreign universities, as well as representatives of scientific literature publishing houses. In the beginning of his welcoming speech Alexander Bastrykin expressed gratitude to the organizers of the conference for the opportunity to discuss the current state and development prospects of the criminal procedure and forensic sciences. In his speech, the Chairman of the Investigative Committee especially noted the contribution to the development of domestic forensic science of the founder of the St. Petersburg school of forensic science, Honored Scientist of the Russian Federation, Doctor of Law, Professor and his teacher Ivan Filippovich Krylov, whose 115th birthday anniversary was celebrated this year. The head of the department noted in his memorable speech that, despite the difficult path traveled by Ivan Filippovich Krylov in the pre-war and war years, he subsequently became, in fact, a "historian" and "philosopher" of forensic science, who created the Leningrad forensics school. His successful scientific and pedagogical activity is inextricably linked with the Faculty of Law of the Leningrad State University, and his scientific heritage is multifaceted. His works on the history of forensic science can be called an encyclopedia of Russian forensic science. Many generations of lawyers have listened to the wonderful lectures of Professor I.F. Krylov within the walls of St. Petersburg State University. Ivan Filippovich tirelessly followed the latest achievements of science and technology and advocated their practical implementation. His ideas are still being successfully implemented in the practical activities of investigators and forensic experts of the Investigative Committee of Russia. Today the latest achievements of science and technology, information and other technologies are included in the process of investigation of crimes through the activities of the Main Forensics Department and the Forensic Expert Center of the Investigative Committee. In our Committee these centers have become the most important tool for improving the quality of investigation and continuous improvement of forensic and expert support for investigators. Fully sharing the conviction of Ivan Filippovich Krylov about the close connection of forensics with the practice of solving and investigating crimes and the impact of the success of forensic science on the performance of investigators, the Forensics Research Institute of the Investigative Committee is currently conducting active research on 28 relevant topics of investigative and forensic activities. 

Alexander Bastrykin concluded his memorable speech about Ivan Filippovich Krylov with words of great gratitude and respect and wished all the participants of the international conference success and new achievements in the scientific support of an extremely important process - the process of finding and achieving truth in criminal proceedings and, ultimately, establishing the most important principles of goodness and justice.
