The Chairman of the Investigative Committee of Russia holds and online meeting with relatives of victims of the Kazan tragedy

The Chairman of the Investigative Committee of Russia Alexander Bastrykin had a video-conference conversation with relatives of victims of the attack of 11 May of the current year against Gymnasium No. 175 general educational institution in Kazan. The meeting was also attended by the First Deputy of the Chairman of the Investigative Committee of Russia Eduard Kaburneev, Deputy Chairman Sergey Goryainov, heads of a number of departments of the Central Office of the Committee, Tatarstan Republican Investigative Department of the Investigative Committee of Russia and Forensic Expert Center of the Investigative Committee.

The head of the Committee once again expressed his sincere condolences to the parents and relatives in connection with the tragedy and assured them that the investigators are thoroughly investigating all the circumstances of the incident. Upon instruction of Alexander Bastrykin the head of the investigative team informed the audience about preliminary results of the investigation. The detailed report included the established facts related to the offense itself and to preceding circumstances. The volume of investigative and procedural actions was announced. Inter alia, over 1500 persons have been questioned, investigators have carried out a set of searches and seizures at different addressed. The seized documents of importance for the investigation, including these from the educational institution is under examination, records of video surveillance cameras have been thoroughly studied. 232 forensic examinations have been appointed and organized, 131 of them have already been completed, reports on them have been filed. 

Upon listening to the report, the Chairman of the Investigative Committee of Russia drew attention of the investigative group to a number of aspects requiring additional, deeper analysis on behalf of the investigation. Need for detailed examination of reasons that facilitated the committing of the offense was also noted. Alexander Bastrykin outlined the expediency of a global study of motivations and possible ideological components that could have motivated the accused. In that he instructed the investigators in cooperation with the Forensic Expert Centre to figure out reasons of possible change in the consciousness of the perpetrator in terms of a separate complex forensic examination.

Upon results of discussion of the preliminary investigation the Chairman of the Investigative Committee of Russia listened to questions of parents and relatives of the victims related to detailed that had already been established by the investigation, further investigation and responsibility provided for by law. The head of the Committee gave detailed answers, stressing that the department adheres to the position of a broad approach to the legal assessment of the entire chain of events related to the tragic consequences. The investigators are focused on this. Also, the victims were additionally explained their rights, including to file claims for compensation for moral damage and compensation for material damage.

Apart from that, Alexander Bastrykin asked about the progress of treatment of the injured children and offered support in its provision if needed. He voiced the possibility of attracting highly qualified specialists from the Research Institute of Emergency Pediatric Surgery and Traumatology for these purposes, with which the Investigative Committee interacts in such cases. In connection with the voiced problems of registration of various documentation by the victims, the Chairman instructed the regional investigation department to work with the republican authorities on the issue of prompt assistance in obtaining social and medical services by parents of the victims. Measures of possible support for the children themselves, seriously injured as a result of the tragedy, were discussed separately. The Chairman of the Investigative Committee of Russia guided the subordinate employees in the region to provide all-round support and assistance in resolving issues of a social and domestic nature that the victims face.

Within the framework of the meeting, the Information Center of the Investigative Committee of Russia was specially instructed to establish permanent contact with the relatives of the victims present at the meeting, who asked to organize an operational communication channel for them.

At the end of the meeting, Alexander Bastrykin assured that he is ready to answer all incoming questions, and in the future, similar meetings with victims will also be held for this purpose.
