The Chairman of the Investigative Committee of Russia holds a briefing on issues of organization and ensuring safety of children's recreation and health improvement during summer

The Chairman of the Investigative Committee of Russia Alexander Bastrykin held a briefing on issues of organization and ensuring safety of children's recreation and health improvement during summer. It was attended by First Deputy and Deputy Chairmen of the Investigative Committee of Russia, heads of units of the Central Office of the Committee, regional investigative departments and education organizations of the Investigative Committee of Russia.

In the beginning of the briefing Alexander Bastrykin listened to heads of a number of regional departments on separate incidents and assessments organized in relation to facts requiring reaction from investigative bodies of the Investigative Committee of Russia detected in mass media sources and drew their attention to the need of more careful following feedback of citizens on work of the territorial investigative bodies in social networks.

Thus, during the briefing the head of the Far Eastern Transport Investigations Department delivered a report on the high-profile probe into crash of the AN-26 aircraft in the Kamchatka Territory. The head of the Committee instructed to promptly examine and report all circumstances of the accident and work through all versions of the situation.

The head of the Tyumen Regional Investigative Department of the Investigative Committee of Russia Alexander Kublyakov reported on the progress of investigation of a probe into disappearance of 9-year-old Nastya Muravyova. After listening to the report and receiving answers to clarifying questions regarding the details of the investigation, Alexander Bastrykin instructed to transfer the specified probe to the Main Investigative Department of the Investigative Committee of Russia for further investigation, as well as to initiate the participation of employees of the central office of the Ministry of Internal Affairs of Russia in solving the committed crime. In addition, the Chairman of the Investigative Committee of Russia instructed the head of the Tyumen Regional Investigative Department to promptly continue and complete the investigation of the probe into negligence of the guardianship authorities, initiated in connection with the disappearance of the child. The investigators of the regional investigative department are to comprehensively investigate all circumstances important for the probe and to take a required procedural decision if there are grounds for it.

Heads of investigative departments for St. Petersburg, Irkutsk, Moscow, Rostov Regions and Perm Territory reported on the progress of assessment and investigative activities. The progress and results of a procedural probe organized by the St. Petersburg Main Investigative Department upon a report about material damage inflicted to a siege victim from St. Petersburg as a result of improper repair works carried out by her neighbors and failure to comply with the court's decision on compensation, were put under supervision of the Central Office of the Committee. A detailed report at the request of the Chairman of the Investigative Committee of Russia will be presented by the head of the Investigative Department for the Rostov Region - in connection with the information announced in the media about the failure to provide housing suitable for residence of a wheelchair user from the city of Rostov-on-Don by the local administration; Head of the Irkutsk Region - in connection with information published on social networks about the improper investigation of a probe into commercial bribery in the course of the activities of the leadership of three organizations that provide utility services to over 1,500 houses in Irkutsk.

Proceeding to the main topic of the meeting, Alexander Bastrykin noted with regret that since the beginning of summer, 131 minors have died as a result of accidents in Russia, most of them as a result of accidents on the water. The largest number of tragic cases, the main reason for which was the lack of proper control and attention from adults, occurred in the Komi Republic, Krasnodar, Perm and Primorsky Regions. The head of the Investigative Department for the Perm Territory reported that only in the last days of June 6 cases of death of children and adolescents on the water were recorded. In this regard, the Investigation Department, together with other law enforcement and regulatory bodies, initiated preventive measures in places of mass recreation of people near the water, as well as the adoption of other measures aimed at preventing tragic accidents during summer holidays.

In addition, in connection with the active seasonal activity of children's summer health and educational institutions, the Chairman of the Investigative Committee of Russia demanded that the heads of regional investigative departments take comprehensive measures aimed at ensuring the safety and compliance with all the necessary conditions for organized children's recreation.

According to the results of the report of the head of the Investigation Department in the Republic of Tyva, the head of the Committee put the investigation of a probe into the mass illness of children COVID-19 in the Baylak children's health camp under supervision of the Central Office. Also, a specialized subdivision of the Central Office of the Committee, upon instruction of the Chairman of the Investigative Committee of Russia, will supervise the conduct of assessment and investigative measures by the investigating authorities in the city of St. Petersburg and the Krasnodar Territory in connection with the broadcast on television of a story about placement of disabled children from St. Petersburg in one of the boarding houses of the Krasnodar Territory in conditions that do not meet sanitary-epidemiological and other requirements ensuring the safety of stay.

In addition, the Chairman of the Investigative Committee of Russia demanded from the heads of the investigative bodies in the Republic of Crimea and the city of Sevastopol and the Saratov region to report on the results of the measures taken to establish all the circumstances of the detection of an outbreak of coronavirus infection in the Artek ICC and the Burevestnik children's health camp.

During the briefing Alexander Bastrykin commended the performance of investigators and forensic specialists from the Magadan Regional Investigative Department of the Investigative Committee of Russia that contributed to completion of a probe on conviction of a local citizen in committing of a severe offense 22 years ago.

In terms of the briefing, Alexander Bastrykin also listened to a report of the Deputy Chairman of the Investigative Committee of Russia Sergey Goryainov on current epidemiological situation. The Deputy Chairman noted significant increase in the vaccination rate among officers of the Investigative Committee of Russia. The chairman demanded that the subordinates strictly adhere to measures for prevention of the spread of infection, as well as actively continue advocating with the Committee staff about the consequences of the Covid-19 and the need for vaccination.
