The Irkutsk Regional Investigative Department of the Investigative Committee of Russia finished investigation into a 28-year-old man born in the Republic of Tajikistan. He is accused of committing offenses under Part 1 of Article 205.1 (assisting in terrorist activities), Part 1.1 of Article 205.1 (inducement and recruitment of a person for training in order to perform terrorist activities and participate in organization activities of which are recognized as terrorist by law of the Russian Federation); Part 3 of Article 222 ( illegal acquisition, transfer, sale, storage, transportation, or bearing of firearms and ammunition, committed by an organized group), Part 3 of Article 223 (illegal manufacture of weapons, committed by an organized group), Part 2 of Article 209 (participation in a gang), Paragraph A of Part 3 (extortion, committed by an organized group), Paragraph A of Part 3 of Article 126 of the Criminal Code of Russia (kidnapping of a person, committed by an organized group).
According to the investigation, the convict, while in Irkutsk Region, being an active supporter of ISIS (organization recognized as terrorist by the Supreme Court of Russia and banned in Russia), for a long time negotiated with his acquaintances to engage them in activities of the Islamic State international organization that is recognized as terrorist by the Supreme Court of the Russian Federation and banned. The young man induced and urged them to join the organization and participate in military combats on ISIS side. The accused agitated his acquaintances to arrive to the Syrian Arab Republic after gaining corresponding combat experience and take part in terrorist activities.
In 2019 the illegal activities of the accused were suppressed by investigators of the Investigative Committee of Russia in collaboration with officers of the Irkutsk Regional Department of the Federal Security Service of Russia, Department for Combating the Organized Crime of the Irkutsk Regional Main Department of the Ministry of Internal Affairs of Russia and the National Guard. The man was detained at the place of his residence.
The investigation established that the convict was an active member of a gang operating in Irkutsk and aimed at kidnapping of people, extortion and sale of firearms. The activities of the accused affected 5 persons.
In terms of investigation of the probe, during search activities, investigators of the Investigative Committee of Russia, police officers and officers of the Federal Security Service seized ammunition and 14 firearms including 4 machine guns and 10 pistols. It was established that the convict personally manufactured the firearms and then sold them. A large amount of religious literature was found at his place of residence.
At present the accused is in custody.
The criminal case amounted to 51 volumes, a number of required examinations have been carried out. The criminal case with an approved indictment has been sent to court to be tried on the merits.
