In Moscow, crime boss Rashid Ismailov charged with murder, illegal arms trafficking and occupying a top position in the criminal hierarchy

The Moscow Main Investigative Department of the Investigative Committee of Russia charged crime boss Rashid Ismailov with committing of a number of offenses. A probe into Ismailov was investigated under Article 210.1 of the Criminal Code of Russia (occupying a top position in the criminal hierarchy). The preliminary investigation also established involvement of Ismailov to other severe offense committed by him in 2009. In this relation his actions were additionally qualified under Paragraphs A, E, F of Part 2 of Article 105 (murder of two or more people committed by a group of persons by a generously dangerous method), Part 1 of Article 222 of the Criminal Code of Russia (illegal turnover of firearms).

According to investigation, during 7 years since 2013 the accused was recognized as the highest position in the criminal hierarchy - “thief in law”, with the criminal nickname “Rashad Ganjinsky”. He was repeatedly tried for committing crimes. Occupying the highest position in the criminal world and having the corresponding criminal status, Ismailov carried out the propaganda of the criminal subculture, appointed other persons to lower levels of the criminal hierarchy, ensured the filling of the general material base (the so-called common fund), due to which he provided financial support to persons detained in pre-trial detention centers and places of deprivation of liberty, organized and conducted "thieves' gatherings". He also patronized persons who committed a crime.

During the preliminary investigation, it was established that in the evening of May 13, 2009, Ismailov, who at that time was striving to occupy a leading position in the criminal world and disdained society, the state and the law, acting together with an accomplice, drove up to one of the cafes located on Izmailovsky highway in the city of Moscow, where he shot a car having two men in the cabin. The victims died from the wounds at the scene.

Investigators of the Moscow Investigative Committee and officers of operative services analysed the materials of the probe and carefully studies the evidence gathered in 2009. Additional interrogations of witnesses were carried out along with other investigative actions, including the necessary research, which made it possible to restore the events of that day and the involvement of the perpetrator.

The investigation believes that the motive for the crime was revenge on the basis of personal hostile relationships, since Ismailov believed that the victims were involved in the murder of his close friend.

Currently, work continues to establish Ismailov's involvement in the commission of other crimes in the capital, as well as other persons related to the commission of this crime.
