Investigation into former head of a penal colony completed


The Main Investigative Department of the Investigative Committee of Russia finished investigation of a probe into former head of Penal Colony No. 3 of Amur Region Alexey Zabluda. He is accused of committing an offense under Part 1 of Article 286 of the Criminal Code of Russia (abuse of authority).

According to investigators, the defendant illegally organized the receipt of material goods from the relatives and friends of convicts to improve their living conditions, removed early penalties from some of them, providing additional visits and the opportunity to receive parcels.

The former head of the colony also weakened the constant supervision over the behavior of the special prisoners, as a result of which he allowed systematic violations of the strict regime established by the courts and the rules of internal order of the correctional institution, therefore a number of inmates illegally used the cellular telephone network.

The investigation gathered enough evidence, therefore the probe with an approved indictment will be sent to the court to be tried on the merits.
