The Chairman of the Investigative Committee of Russia holds and online meeting with relatives of victims of the Kazan tragedy

The Chairman of the Investigative Committee of Russia Alexander Bastrykin had another video-conference conversation with relatives of victims of the attack of 11 May of the current year against Gymnasium No. 175 general educational institution in Kazan. The meeting was also attended by the First Deputy of the Chairman of the Investigative Committee of Russia Eduard Kaburneev, Deputy Chairman Sergey Goryainov, heads of a number of departments of the Central Office of the Committee, Tatarstan Republican Investigative Department of the Investigative Committee of Russia and Forensic Expert Center of the Investigative Committee.

The meeting covered two aspects - the progress of investigation of the probe and provision of social support to families of the victims.

Upon instruction of Alexander Bastrykin, the head of investigative team reported on the latest results of the investigation in presence of parents and relatives of the victims. It was noted at the meeting that a comprehensive in-patient psychiatric examination of the accused has not yet been completed. The attendees were given detailed explanations of the stages of the preliminary investigation and legal terminology. Upon listening to the report, the Chairman of the Investigative Committee of Russia drew attention of the investigative group to a number of aspects requiring additional, deeper analysis on behalf of the investigation. Need for detailed examination of reasons that facilitated the committing of the offense was also noted. In addition, he instructed the investigation team to cooperate more actively with specialists from the Main Forensics Center of the Investigative Committee of Russia and the Forensic Center, as well as with the victims, who can provide useful information for the investigation.

The head of the Investigative Committee once again explained to the victims their rights, including filing petitions, asking the investigator questions about the progress of the criminal investigation, claiming compensation for moral harm and compensation for material damage.

Alexander Bastrykin gave a number of specific instructions in the criminal case, and also answered clarifying questions from parents and relatives.

The second issue of the meeting was the further provision of social support to the families of the victims. Alexander Bastrykin asked about the treatment of children, including those in Moscow at the Research Institute of Emergency Pediatric Surgery and Trauma of Leonid Roshal, with whom the Investigative Committee interacts in such cases. Previously the Chairman of the Investigative Committee of Russia guided the subordinate employees in the region to provide all-round support and assistance in resolving issues of a social and domestic nature that the victims face. Thus, in cooperation with the Government of the Republic of Tatarstan and charitable organizations, a number of issues were resolved concerning housing, further education of the injured children, repair of the gymnasium where the tragedy took place, and other aspects. Several parents expressed concern about the fate of their seriously injured children. Now they are going through complex stages of treatment, so they are deprived of summer vacation, and in the future they will need support in social adaptation, education and employment. The head of the Investigative Committee of Russia ordered to prepare proposals to the Government of Russia and the republican authorities for practical assistance on all the issues raised.

The issue of perpetuating the memory of fallen adolescents and teachers was also discussed. Parents were offered various options for implementing this public initiative with the assistance of the IC of Russia.

At the end of the meeting Alexander Bastrykin assured of his readiness to continue to answer all incoming questions and to hold another meeting with parents before the start of the school year.
