In Krasnoyarsk Region, investigation of a probe into Anatoly Bykov accused of incitement to murder for hire and attempted murder of two persons for hire completed

The Main Investigative Department of the Investigative Committee of Russia for Krasnoyarsk Region and Republic of Khakassia finished preliminary investigation of a probe into Anatoly Bykov under Part 4 of Article 33, Paragraph H of Part 2 of Article 105 (solicitation to committing murder for hire), Part 4 of Article 33, Part 3 of Article 30, Paragraphs A, H of Part 2 of Article 105 of the Criminal Code of Russia (solicitation to committing murder of two persons for hire).

According to investigative data, since September 27, 2004 Anatoly Bykov had a criminal intention, based on personal enmity, for murder of a 42-year-old Krasnoyarsk businessman.

In order to implement it, one day in September-October 2004 Bykov, being on the territory of his house in Udachny, Krasnoyarsk, met with his acquaintance and gave the order to kill the victim.

The man agreed to commit the crime for $50,000, and Bykov expressed his willingness to pay the agreed amount.

Further, between October 14, 2004 Anatoly Bykov had a criminal intent, based on personal animosity, to murder one more person - a 38-year-old Krasnoyarsk businessman, who did business under the patronage and control of Bykov.

Following the plan, in October 2004, Bykov, being on the territory of his house, located in the village of Udachny in Krasnoyarsk, met with the same acquaintance and instructed to postpone the murder of 42-year-old Krasnoyarsk businessman, and first commit the murder of 38-year-old entrepreneur.

The killer then followed the victim for several weeks to choose the most appropriate time and place to commit the murder. At the same time, he enlisted his acquaintance to assist him in committing the crime.

On November 1, 2004 on the roadway of Stanovaya Street in Krasnoyarsk the intruder, assisted by his acquaintance, fired at least seven times with a Kalashnikov assault rifle at the victim, who was returning by car to his home. However, the shots did not kill the victim as they did not hit him.

After unsuccessful murder the perpetrator started to track down the 42-year-old Krasnoyarsk businessman in order to choose the most favorable environment for the murder and in the morning of January 18, 2005 near the descent to the garage lot near the house No. 66 on Ada Lebedeva street in Krasnoyarsk he fired at least four fatal shots at the man with a TT pistol.

At a further meeting, Anatoly Bykov paid $10,000 to his acquaintance for the murder of the businessman reducing the amount of remuneration due to the fact that the killer was unable to kill the first victim and took too long to prepare and commit the murder of the second victim.

The accused denies his involvement in the committed offense.

A required set of investigative actions aimed to collect and prove evidence has been carried out. After the victims and the representative of one of them, as well as Anatoly Bykov and his defenders familiarized themselves with the materials of the criminal case, it will be sent for a decision on the approval of the indictment and the subsequent transfer of the case to the court for consideration on the merits.
