The Chairman of the Investigative Committee of Russia holds a video-conference briefing

The Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin held a video conference briefing attended by the First Deputy and deputies of the Chairman of the Investigative Committee of Russia, heads of the Central Office departments, regional investigations directorates and educational institutions of the Investigative Committee of Russia.

Before proceeding to the agenda devoted to issues of feedback from citizens, including messages addressed to the Chairman of the Investigative Committee of Russia, the head of the Committee listened to reports on a number of high-impact incidents that occurred in different regions of the country. Thus, investigators reported relevant results of investigation of a probe into insulting and use of violence against a representative of authority in Voronezh. A number of instructions was given upon reports on probes into kidnapping of a 12-year-old girl in a settlement of Biysk District of Altai Territory; death of an 8-year-old boy in Rostov Region; abandoning in danger and torturing of 2 minor children by their mother in Ulyanovsk; on illegal actions of a woman against her minor daughter in Volgograd Region; murder of a 10-month-old child in the Republic of Tyva; use of violence against a traffic police officers in Yeisk District of Krasnodar Region; illegal hunting in Sverdlovsk Region; on pre-investigative inquiry into destruction of a historical building in St. Petersburg; on circumstances of violation of rights of a resident of besieged Leningrad; on mass media appeal of a state inspector of Kurgan Regional Environmental Department Alexey Sanochkin regarding his allegedly illegal dismissal.

Apart from that, heads of investigative departments of the Investigative Committee of Russia for Samara and Leningrad Regions reported on investigative actions taken under probes into a police officer accused of a murder of an underage girl (Article 105 of the Criminal Code of Russia) and on beating of citizens in Murino, Vsevolozhsk Region by a group of foreign citizens (Part 2 of Article 213 of the Criminal Code of Russia). Upon instruction of the Chairman of the Investigative Committee of Russia the further investigation of the said probes was entrusted to investigators of the Central Office. He highlighted that it is necessary to analyse all circumstances of the incidents in a careful and comprehensive manner.

Another detailed report on the progress of investigation of a probe into disappearance of a 9-year-old girl from Tyumen in June was presented. Alexander Bastrykin instructed to carefully work out all versions of the situation and provide for further search activities. Instructions concerning forensic support were given to the Main Forensics Department of the Investigative Committee of Russia, officers of which continue to work with investigators in regions. The progress of investigation of the probe is to be supervised by the Central Office of the Investigative Committee of Russia.

Proceeding to the main subject, the head of the Committee noted that in the current year, in order to ensure timely and stable connection with the public via various electronic channels, the Investigative Committee of Russia established an Information Center, officers of which have received and processed 12.5 thousand calls only for the last month.

The complaints of citizens that are addressed to the Chairman of the Investigative Committee of Russia are usually directly related to procedural activities of investigative bodies. Complaints about non-payment of wages and violation of rights of participants of shared construction are quite common. In addition, applicants contact the Center about the protection of socially vulnerable categories: orphans, the disabled, the elderly, and veterans.

During the meeting, heads of territorial departments were instructed on the need to continuously improve the work with the applications of citizens, including the use of modern remote technologies, to resolve the issues raised in the applications, to provide targeted assistance and social support to citizens. The importance of effective interaction with law enforcement and supervisory structures and authorities to restore the violated rights of citizens was highlighted.

The meeting heard the heads of the investigation departments of the constituent entities of the Russian Federation having shortcomings in this area. These include units in Krasnoyarsk Territory and the Republic of Khakassia, Leningrad and Lipetsk Regions, and Perm Territory.

Summing up, Alexander Bastrykin added: "Humanity and our prompt response to people's distress are important in our work. For people to trust us, we have to go into their problems and do our best to solve them.

In addition, the meeting discussed measures to combat coronavirus infection. Deputy Chairman of the Investigative Committee of Russia Sergey Goryainov reported that due to the ongoing vaccination in the Investigative Committee there has been a significant decrease in the incidence of disease. It was noted that over half of the agency's employees have been vaccinated. The head of the Investigative Committee of Russia instructed to continue monitoring compliance with organizational and preventive measures.

Following the briefing, the Chairman of the Investigative Committee of Russia gave a number of other specific instructions over issues discussed during the briefing.
