A probe launched into a brigade commander of the Ukrainian Armed Force


The Investigative Committee of the Russian Federation continues to work on establishing specific facts and consolidation of evidence of crimes committed by officials of the Armed Forces of Ukraine involved in the use of prohibited means and methods of warfare, as well as cruel treatment of the civilian population in an armed conflict.

According to the investigation, on August 2, 2021, the commander of the 128th separate mountain assault brigade of the Armed Forces of Ukraine, Colonel Oleg Goncharuk, as well as other persons from among the military personnel of this unit, using prepared firing positions in the area of the settlement of Hnutovo of the Mariupol City Council, fired targeted attacks from grenade launchers at objects civil infrastructure on Vatutin street in the village of Kominternovo, Novoazovsky district of the self-proclaimed Donetsk People's Republic. As a result of their illegal actions, a 57-year-old woman and a 58-year-old man not participating in the armed conflict were injured.

The Ukrainian servicemen, following the deliberately criminal orders of higher rank commanders and officials of the Ukrainian Defense Ministry, violated the Protocol on Cease-Fire in Southeast of Ukraine and related Memorandum, as well as provisions of the Convention on Protection of Civilian Persons in Times of War and related Additional Protocol II. According to the investigation, they acted deliberately with the aim of killing or causing grievous harm to the health of the civilian population based on political and ideological hatred and enmity.

A probe into Goncharuk and other persons from among Ukrainian servicemen was launched under Part 1 Article 356 of the Criminal Code of Russia (cruel treatment of civilians; use in a military conflict of means and methods of warfare, banned by an international treaty of the Russian Federation). Previously the investigation established involvement of Goncharuk in other similar offenses.

The work if collection of evidence and establishment of other persons involved in the offense continues.
