Probe into embezzlement of budget funds at volleyball club "Omichka" sent to court

The Main Investigative Directorate of the Investigative Committee of the Russian Federation has finished the investigation into the probe against Sergei Shelpakov, the former general director of the Volleyball Club Omichka non-commercial partnership. He has been charged with an offence under Part 3 of Article 160 of the Criminal Code (embezzlement).

In January 2021, citizens from the Omsk region applied to Aleksandr Bastrykin, the Chairman of the Investigative Committee of Russia, for a personal visit in connection with the situation at the Omichka Volleyball Club. Former employees of the club complained, among other things, about non-payment of wages and a number of other misconducts by the club's management. The head of the Investigative Committee of Russia demanded that the materials be transferred to the Central Office and examined for theft and fraud that may have taken place during the operation of the volleyball club.

Investigators established that Shelpakov submitted an invoice with false information to the volleyball club's accountant on 25 September 2015 stating that RCC Management had allegedly provided services to Volleyball Club Omichka to find a venue for the volleyball team's training camp in Slovakia and instructed her to pay the invoice.

The accountant then transferred the money to the current account of the company named in the invoice. This work was carried out by an employee of the volleyball club as part of her official duties.

As a result of the defendant's actions, the Omsk Oblast budget suffered a loss of over 300,000 roubles. The court ordered the prosecution to seize his property, amounting to 385,000 roubles, in order to compensate for the damage caused by the accused's actions.

The investigation gathered enough evidence; therefore, the criminal case was sent to the court to be tried on the merits.
