The Chairman of the Investigative Committee of Russia requests a report on circumstances established during investigation of a probe into death of a child in Tyumen Region in 2019

The Tyumen Regional Investigative Department of the Investigative Committee of Russia was investigating a probe into death from electrocution of a 13-year-old teenager in Ishim who entered an unlocked transformer booth. The deceased was accompanied by one more child that received injuries. The probe under Part 1 of Article 109 of the Criminal Code of Russia has been sent to court and at present the acquittal verdict is being challenged. During the investigation it was found that the owner of the land plot, in violation of applicable law, did not close all the openings and apertures in the exterior walls with nets. Also, having become the owner of the site, the woman failed to notify the grid organization of the transfer of ownership of the electric power facility and failed to exercise proper operational control.

The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin instructed officers of the Central Office to request all materials on the criminal case and to check the completeness and objectivity of the collected evidence within the framework of departmental procedural control. An official assessment was appointed into the investigator of Ishim Investigative Department of the Investigative Committee of Russia for Tyumen Region, who was processing the probe. In addition, Alexander Bastrykin instructed investigators of the Central Office to check the role of the energy supplying organization and report on all the circumstances of the incident.
