Chairman of the Investigative Committee of Russia holds briefing in St. Petersburg

In terms of a working trip to St. Petersburg the Chairman of the Investigative Committee of Russia Alexander Bastrykin held a briefing attended by his deputy Alexander Vladimirovich Klaus, acting head of the II Main Investigative Department of the Investigative Committee of Russia (located in St. Petersburg) Igor Victorovich Turetsky, head of the Western Interregional Transport Investigations Department of the Investigative Committee of Russia Pavel Sergeevich Vamenets, head of Leningrad Regional Investigative Department of the Investigative Committee of Russia Sergey Tihonovich Sazin, acting head of St. Petersburg Main Investigative Department of the Investigative Committee of Russia Andrey Dmitrievich Golombievsky, and the direction of the Cultural Centre and Girls' Boarding School - Maria Dmitrievna Krasnopeeva and Elena Yuryevna Garanina.

During the briefing the Chairman heard reports on the progress and results of investigation of a number of probes processed by the said units.

The acting head of the II Main Investigative Department of the Investigative Committee of Russia (located in St. Petersburg) reported on results of investigation of a probe into theft of funds of citizens - participants of shared construction of a residential building of 44 apartments in Veliky Nogorod. The charges under Part 4 of Article 159 of the Criminal Code of Russia were pressed against director general of Express LLC Valery Markovkin and at present the probes is tried on the merits in court.

The acting head of St. Petersburg Main Investigative Department of the Investigative Committee of Russia reported relevant data on investigation of two probes under Article 243.1 of the Criminal Code of Russia into violation of legal requirements for reservation of a cultural heritage object - house of A. Cherkassky (Ritter) in the Northern Capital and on collapse of tower construction of a residential building - historical and cultural monument Dacha Krivdinoy on July 31, 2021.

The head of the Committee heard the course of the investigation of the criminal case initiated by the Leningrad Regional Investigative Department of the Investigative Committee of Russia under Part 1 of Article 293 of the Criminal Code of the Russian Federation after checking the media reports about the violation of the rights and legitimate interests of citizens - participants in shared construction. According to the investigation, there is a fact of improper performance of their duties by officials of the Fund for the Protection of the Rights of Citizens - participants in the shared construction of the Leningrad Region, including at the completion of the construction of the Shcheglovskaya Usadba residential complex. Apart from that, the head of Leningrad Regional Investigative Department of the Investigative Committee of Russia reported on results of work of the investigative department in the field of prevention of damage to cultural heritage objects in the region and on a number of other high-impact probes. Thus, in the period 2020-2021 on the territory of the Leningrad region, the following facts of damage to cultural heritage objects in the city of Novaya Ladoga, Volkhovsky district of the Leningrad region, were identified and investigated: P.V. Shabanin's residential building of XIX century, Buildings of barracks for workers of the Complex of buildings of the former state wine warehouse of the late XIX - early XX centuries. The said buildings were fully destroyed by fire. A local citizen was charged under Part 1 of Article 243 of the Criminal Code of Russia (destruction of cultural heritage objects). At the same time, the investigators have collected enough evidence confirming the version of the negligence of an official who allowed the possibility of third parties entering the territory of these cultural heritage sites. The former head of the administration of the municipal formation Novoladozhskoe urban settlement of the Volkhovsky district of the Leningrad region was charged under Part 1 of Article 293 of the Criminal Code of the Russian Federation.

In addition, within the framework of the meeting, the present heads of the departmental educational organization and the Cultural Center reported on the readiness for the new academic year and the planned celebrations on the occasion of the Day of Knowledge.

In conclusion of the meeting the Chairman of the Investigative Committee of Russia gave a number of specific instructions on the heard probes and on other discussed issues.
