Investigation of a probe into corruption finished


The Main Investigative Department of the Investigative Committee of Russia finished investigation of a probe into former acting prosecutor of Norilsk Havazh-Baudi Gutaev and Muslim Umarov. Gutaev is accused of committing an offense under Part 6 of Article 290 of the Criminal Code of Russia (bribery), Umarov - under Part 5 of Article 291 of the Criminal Code of Russia (bribe-giving).

According to investigation, in February 2019 in Norilsk Gutaev received from Umarov a bribe of 3.1 million rubles. In exchange, he promised to influence the head of the Housing and Utilities Department of the city administration and the director of the organization responsible for the management and operation of the housing stock so that they would induce a number of directors of commercial organizations to enter into subcontracting agreements with PromResourceService LLC, represented by Umarov, for at least 25 million rubles. Gutaev was also to exercise general patronage over the said legal entity.

As part of the preliminary investigation, in order to ensure the execution of the court's verdict, the property of the accused was seized in the amount of 16.3 million rubles.

The investigators collected enough evidence for the criminal case to be transferred for approval of an indictment and subsequent referral to court.
