Chairman of the Investigative Committee of Russia orders to report about a number of regional incidents

The Chairman of the Investigative Committee of Russia Alexander Bastrykin requested a report on the progress of the criminal investigation into the disappearance of a 16-year-old girl in the Rudnichny district of Kemerovo region. According to preliminary information, on July 15 of this year in the evening the teenager left home; her whereabouts are still unknown. It should be noted that previously the girl had left home, but after a few days she would return on her own, or her parents would find her on their own. That is why this time they did not immediately ask for help from law enforcement agencies and tried to find their daughter by their own efforts. The teenager's social circle is being established and worked through, the addresses of acquaintances, classmates, and close relatives are being checked. The necessary set of measures aimed at establishing the whereabouts of the girl, as well as the circumstances of her disappearance are being taken. The progress of the investigation is under control of the Central Office of the Investigative Committee.

In addition, the Chairman of the Investigative Committee of Russia instructed to report on the circumstances of the discovery of the infant's body in the city of Gatchina, Leningrad region. Investigative bodies of the Investigative Committee of Russia in the Leningrad region are conducting an initial investigation and are deciding whether to initiate a criminal case. Measures are being taken to establish the identity of the child's mother and her location, as well as the circumstances that contributed to what happened.

The head of the Committee also requested a report on the progress of the criminal investigation into the beating of a teenager in Moscow Region. Based on information posted in the media, the Moscow Main Investigative Department of the Investigative Committee of Russia initiated criminal proceedings for a crime under Paragraph A of Part 2 of Article 282 of the Criminal Code of Russia (actions aimed at inciting hatred or enmity based on gender, race, or nationality, with the use of violence). The investigation found that on July 29, 2019 in the village of Sofyino of Ramensky urban district, a minor born in 2002 inflicted multiple blows to the head and torso of his acquaintance on the grounds of hatred and hostility towards persons on the basis of ethnicity for the existing record on the T-shirt of the teenager. The progress of investigation is under the supervision of the Central Office of the Investigative Committee of Russia.

In addition, Alexander Bastrykin requested a report on the procedural decisions taken by the Sverdlovsk Regional Investigative Department of the Investigative Committee of Russia in the criminal case of negligent infliction of death of an 8-year-old girl from Nizhny Tagil. The tragedy happened on June 1, 2019, when a metal mixer that fell from the balcony of the upper floor of the house fell on the girl's head. The child was hospitalized, but subsequently died. Earlier, the Chairman of the Investigative Committee of Russia had already requested information about the progress of the investigation.

Alexander Bastrykin also requested a report on the information in the media about the improper performance of professional duties by medical personnel of the Noyabrsk City Hospital in Yamalo-Nenets Autonomous District. There was information in the media that a 46-year-old man had been incorrectly diagnosed and operated on at the Noyabrsk Central Clinical Hospital in YNAO, resulting in a deterioration of the patient's health. The Investigative Department of the Investigative Committee of Russia for Yamalo-Nenets Autonomous District is carrying out a preliminary investigation into this matter. Medical records were requested from the Noyabrsk Central Clinical Hospital in YNAO to verify the quality of medical services. A forensic examination has been appointed.
