A person suspected of a murder of two 10-year-old girls detained in Kemerovo Region; probe launched into negligence

The Investigative Department of the Investigative Committee of Russia for the Kemerovo Region - Kuzbass continues investigation of a probe launched into disappearance of two 10-year-old girls under Paragraphs A, C of Part 2 of Article 105 of the Criminal Code of Russia (murder of two persons, minors).

The bodies of the girls with signs of violent death were discovered in an abandoned house in Kiselevsk during the search works and investigative activities. A 41-year-old resident of Myski having a previous criminal record was detained on suspicion of committing the offense. 

It has now been established that in April 2009 the man was sentenced to 10 years in prison for committing a violent sexual crime against a minor. In April 2019, after serving his sentence, he was released from prison and was placed under administrative supervision. Until April 2027, he had to comply with certain restrictions. At the same time, the man moved to a permanent place of residence in another city and was not registered with the prevention authorities.

At present, a criminal case has been initiated and is being investigated on the fact of negligence of officials of the territorial body of internal affairs exercising administrative supervision over persons released from prison (Article 293 of the Criminal Code of Russia).

Investigative actions are being carried out to establish a complete picture of what happened and the motive for the crime. Forensic examinations have been appointed. The investigation will also check the situation in the family of the dead girls. 

Previously the Chairman of the Investigative Committee of Russia requested a report on the progress of investigation of the probe and put it under supervision of the Central Office of the Committee.
