Probe launched into injuring of civilians by Ukrainian servicemen

The Investigative Committee of Russia continues to record the use of prohibited means and methods of warfare against the civilian population of Donbass.

According to the investigation, on September 11, 2021, soldiers of the Armed Forces of Ukraine targeted civilian infrastructure facilities that were not military targets, located on Lenina Street in Dokuchaevsk, with 120 mm mortars. As a result, two civilians, a 65-year-old man and a 59-year-old woman, were wounded.

According to the investigation, by shelling a populated area, Ukrainian soldiers intended to kill or seriously injure an unlimited number of civilians living in southeastern Ukraine and not participating

 in the armed conflict. The Ukrainian military officers had violated Protocol on cease-fire in southeast of Ukraine and Memorandum to it, as well as provisions of the Convention on Protection of Civilian Persons in Times of War and Additional Protocol II to it.

Upon this fact a probe was launched into an offence under Part 1 of Article 356 of the Criminal Code of Russia (use in a military conflict of means and methods of warfare, banned by an international treaty of the Russian Federation).

Currently, investigative actions are being conducted in order to define all the circumstances of the committed offence and other persons involved in its commission.
