The investigator of the II Major Crimes Investigations Department of the Moscow Regional Investigative Department of the Investigative Committee of Russia detained the general director of a specialized company servicing intra-apartment gas equipment in a house in the city of Noginsk, where a gas leak and explosion led to death of seven persons (Paragraph C of Part 3 of Article 238 of the Criminal Code of Russia). The investigation has motioned the court to choose custody as a preventive measure for the suspect.
According to the investigation, the general director of the company failed to organize the appropriate maintenance and to reveal a malfunction of the gas equipment under the contract for the maintenance of in-house gas equipment, concluded with the owners of two apartments. As a result, there was a large leak of domestic gas in one apartment, and due to the lack of packing between the gas pipe and the floor of the apartments, improper functioning of the ventilation system, the domestic gas was concentrated in another apartment. These circumstances led to a concentrated gas explosion and the complete collapse of the first four floors of the second section of the building.
Investigation of the probe included 5 examinations, interrogation of 131 people as victims and 172 people as witnesses, and appointment of 19 forensic examinations: construction and technical, explosive, complex technical, forensic, technological, forensic, molecular genetic. 7 searches and 8 seizures were carried out in gas services, along with other investigative actions.
Charges against the director general will be pressed in the nearest future.
