The Chairman of the Investigative Committee of Russia holds a reception of citizens

The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held a video-conference reception of citizens. It was attended by the First Deputy Chairman of the Investigative Committee of Russia Eduard Kaburneev, heads of divisions of the Central Office of the Committee and heads and officers of a number of regional investigative departments. The head of the Committee was applied to by complainants from Nizhny Novgorod and Sakhalin Region and by citizens from among defrauded shared construction participants from Krasnodar Region.

Thus, a resident of Sakhalin Region thinks that in managing her daughter's pregnancy, doctors failed to detect signs of fetal hypoxia, which led to central nervous system damage of the child and subsequent disability. The woman complained about the red tape on the part of the investigative authorities of the Investigative Committee of Russia for the Sakhalin region, who are investigating a criminal case under Part 1 Article 238 of the Criminal Code (provision of services that do not meet safety requirements). The Chairman of the Investigative Committee of Russia criticized the work of his subordinates and ordered an official inspection of the head of the Investigative Committee of Russia for the Sakhalin region B.B. Bazarov, the head of the III Major Crimes Investigation Department of the Investigative Committee of Russia for the Sakhalin region A.H. O and the head of Forensics Department A.B. Nevidimov. The head of the Committee also instructed the investigators from the Central Office of the Investigative Committee of Russia to carefully study all materials of the criminal case. Also, the direction of the Forensic Expert Center of the Investigative Committee of Russia was instructed to join and carry out another examination.

The applicants from the Krasnodar region are participants in the construction of the residential complex "On Magistralnaya". They have already applied for the personal reception of the Chairman of the Investigative Committee of Russia related to violation of their rights. During the current reception, the complainants thanked the investigative authorities and noted that as a result of the efforts of the investigators there were positive trends in the resolution of the situation. The Chairman once again listened to the head of the Krasnodar Regional Investigative Department of the Investigative Committee of Russia Maslov A.K. on the progress of investigation of a probe under Part 4 of Article 159 of the Criminal Code of Russia (swindling). A.K. Maslov reported on the performed investigative actions and planned activities. It was announced that two representatives of the company-developer were arrested. At the request of the investigation, the court arrested the property of one of the defendants and the property of the organization worth more than 350 million rubles, which will allow further compensation for the damage inflicted by the actions of the defendants. Among other things, he noted that during the meeting with the leadership of the region, an agreement was reached on the speedy completion of this facility. It was decided to complete the construction of the housing complex using the mechanism of the Federal Fund of Defrauded Shareholders. In conclusion the applicants noted that they didn't have any questions to the investigation and all the complaints were quickly resolved.

A Nizhny Novgorod Region resident lost her son. In August 2020 a 16-year-old teenager left home and disappeared. Later his body was found in a forest. The boy's mother doesn't believe in suicide and insists on the criminal version of the death of her son. The investigative authorities of the Investigative Committee of Russia are investigating a probe into murder (Part 1 of Article 105 of the Criminal Code of Russia), however, a suicide version was also considered. The head of the Investigative Committee of Russia heard the reports of the head of the investigative department A. A. Akhmetshin, deputy head of the investigative department A. Dynkov, acting head of the first department for the investigation of major crimes M. Efimov, head of forensics department S. Karasev. The Chairman of the Investigative Committee of Russia was not satisfied with the timing and progress of the investigation, and instructed the investigators of the Central Office of the Investigative Committee of Russia to proceed to investigation of the probe.

Following the reception, the Chairman of the Investigative Committee of Russia gave a number of specific instructions over the said probes.
