The Chairman of the Investigative Committee of Russia instructed the Acting Head of the Investigative Department of the Investigative Committee of Russia for the Kemerovo region-Kuzbass A.S. Bezukladnikov to report on the progress of the inspection on the attack of a stray dog on a child. Preliminarily it was established that in the yard of an apartment building a stray dog showed aggression to an 8-year-old girl, biting her. Documents were demanded from a medical institution, forensic medical examination was appointed, which will determine what harm was done to the girl's health. The progress of the inspection is under control of the Central Office of the Investigative Committee.
Similar cases of attacks by stray animals were the subject of inspections and criminal proceedings in several regions of the country.
For example, in the Karachay-Cherkessia Republic, the regional investigative department registered a check on the material revealed from social networks about an attack on a little girl by a pack of stray dogs, which resulted in her injury and hospitalization.
Also Trans-Baikal Territory Investigation Department organized an inspection into aggressive behavior of stray animals and attacks on people in Chita's Zheleznodorozhny district.
In addition, checks on attacks of stray dogs on people are carried out in Volgograd, Saratov, Ryazan regions and a number of other regions.
And the Moscow Regional Main Investigative Department of the Investigative Committee of Russia is investigating a criminal case of stray dogs attacking a child on the grounds of a crime under Part 1 of Article 293 of the Criminal Code of Russia (negligence). According to investigators, in the evening of August 25, 2021 in the village of Nikolskoye of Dmitrovsky urban district a 7-year-old boy was attacked by stray dogs. The child was hospitalized with bite wounds to the hospital, where he was given the necessary medical care.
In addition, investigative authorities of the Investigative Committee of the Russian Federation in the Yamalo-Nenets Autonomous Okrug initiated criminal proceedings based on the results of an initial investigation, following a publication in the media, on charges of crime under Part 1 Article 238 of the Criminal Code (provision of services not meeting safety requirements of life or health of consumers). According to investigators, on August 25, 2021 in Labytnangi several dogs in the yard of the house attacked a 9 year old child causing bite wounds to him. Currently the investigation is establishing all the circumstances of the crime.
Investigative Department for Voronezh region is investigating two criminal cases of stray dogs attacking people including a young child on the grounds of crimes indicated in Part 1 of Article 293 and part A of Article 238 of the Criminal Code of Russia.
The investigation within the ongoing inspections and preliminary investigation will give a legal assessment to the actions (inaction) of officials from local administrations and organizations responsible for catching stray animals. Also, the investigation will have to establish what measures were taken by the officials to eliminate such situations.
