Working visit of Chairman of Investigative Committee of Russia to Perm

During a working trip to Perm, the Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, together with investigators, examined the crime scene, where on September 20, 2021, a student opened fire at others. As a result of the incident, 6 people died, 34 people with wounds of varying severity were hospitalized in a medical institution.  The probe under Paragraphs A, F of Part 2 of Article 105 of the Criminal Code of Russia (murder of two or more persons committed using a generally dangerous method) is investigated by the Main Investigative Department of the Investigative Committee of Russia.

The Chairman of the Investigative Committee, while at the university, talked with some of its employees, including the commandant of one of the buildings. The woman immediately started to provide medical assistance to those wounded by shooting. In his turn Alexander Bastrykin thanked her for indifference, efficiency and coordination of actions.

During briefing the Chairman of the Investigative Committee of Russia was reported about the progress of the investigation and planned investigative actions. At present an investigative team consisting of over 50 officers has been created. It includes the most experiences investigators of the Main Investigative Department of the Investigative Committee of Russia, forensic investigators of the Main Forensic Department of the Investigative Committee of Russia and experts of the Forensic Expert Center of the Investigative Committee of Russia.

As part of the investigation, witnesses and eyewitnesses, relatives, friends, classmates of the suspect and other university students are interrogated and questioned in order to clarify the events that preceded the crime and the reasons that prompted the student to commit the murder. Searches have been carried out, a hunting ticket, documents for weapons and other materials of importance for the investigation have been seized. Also, the investigation is checking the procedure for obtaining permission for the suspect to purchase hunting weapons, and seizing the recordings from CCTV cameras. Forensic medical, ballistic, traceological and other forensic examinations have been assigned, in addition, to assess the mental state of the defendant, he will undergo a comprehensive psychological and psychiatric examination.

The head of the Investigative Committee of Russia gave a number of specific instructions for further investigation of the probe. Among all, investigators will examine safety procedures in the educational institution and assess its compliance with all state requirements. The Chairman of the Investigative Committee of Russia once more reminded that it is necessary to carefully examine reasons and circumstances that facilitated committing of the offense.

At the end of the operational meeting, the Chairman of the Investigative Committee of Russia presented the insignia "For Service to the Law" to the inspector of the 1st platoon of the 1st company of the 1st battalion of the traffic police regiment of the State Traffic Safety Inspectorate of the Russian Ministry of Internal Affairs for the city of Perm, Konstantin Mikhailovich Kalinin, who neutralized the gunman.

Earlier, the Chairman of the Investigative Committee of Russia, together with his first deputy Eduard Valerievich Kaburneev, the head of the educational work department of the Investigative Committee of Russia, Sergey Vasilyevich Petrov, and other employees of the department, laid flowers at the formed people's memorial near the Perm State National Research University.

They also visited the victims who are currently being treated at the Perm Regional Clinical Hospital. The head of the Investigative Committee of Russia talked to the chief physician Anatoly Vladimirovich Kasatov, and also inquired about the well-being of the patients, expressing confidence that the hospital staff and representatives of the healthcare system are taking all possible measures for the necessary treatment and rehabilitation of each victim. In addition, the head of the Investigative Committee of Russia, noting that the investigators are establishing not only the circumstances of the crime, but also its reasons, inquired about the opinion of the victims of the tragedy. He also discussed with them possible preventive measures that are necessary to avoid this in the future. Alexander Ivanovich Bastrykin discussed with the young people their vision of possible education reforms, which will be aimed at strengthening the spiritual and moral education of the younger generation. The students were very active in dialogue and shared their thoughts on this matter. During the conversation, the Chairman of the Investigative Committee of Russia noted that the department, if necessary, will provide the required assistance in the prompt resolution of rehabilitation issues.
