Investigative Committee of Russia draws attention to cases of injury to minors on playgrounds and calls for compliance with safety measures


The Investigative Committee of Russia once again draws the attention of parents, officials, employees of the prevention system, educational institutions, management companies and other responsible persons to the need to strictly fulfill their obligations to ensure the safety of children when they are on playgrounds. The improper performance of one's duties entails criminal liability.

The day before, the federal channel aired a story about violations revealed at playgrounds in a number of regions, in particular, a playground posing a health hazard was found on the territory of the Udmurt Republic. The Udmurt Regional Investigative Department of the Investigative Committee of Russia organized an inquiry into this matter. Moreover, the Ulyanovsk Regional Investigative Department of the Investigative Committee of Russia continues investigation of a probe under Part 1 of Article 238 of the Criminal Code of Russia (rendering of services that do not meet safety requirements). According to the investigation, in 2020, a local entrepreneur, while fulfilling his obligations under the contract concluded with MBU "Stroyzakazchik", organized the installation of more than 100 courtyard sports grounds on the territory of the region having serious construction flaws posing a threat to the life and health of children according to conclusions of specialists.

Unfortunately, these are not the only cases where someone's carelessness or negligence can lead to tragic consequences. In the Smolensk Region, a criminal case is being investigated into the fact that 9 and 10 year old girls received bodily harm on August 29, 2021 as a result of a swing falling on a playground in the city of Gagarin (Paragraph B of Part 2 of Article 238 of the Criminal Code of Russia). In the Republic of Sakha (Yakutia), a criminal case into negligence is being investigated upon the fact of the death on September 10, 2021 of a girl born in 2012 in the village of. Megino-Aldan as a result of a falling play element on a playground. In addition, a criminal case is being investigated in the Republic of Tatarstan (Part 1 of Article 238 of the Criminal Code of Russia) into the fall of one of the sections of the fence that encloses the territory of the recreation park in Almetyevsk on a 13-year-old boy. Investigators of the Nizhny Novgorod Investigative Department of the Investigative Committee of Russia are also establishing circumstances of injuring of children in a city part and on a playground in August and September 2021. 

In all cases, the investigators of the Investigative Committee of Russia establish the reasons and conditions for what happened, analyze the necessary technical and organizational and administrative documentation for the operation of playgrounds, give a legal assessment to the actions of persons responsible for compliance with safety requirements and standards.

It is necessary to exclude any situation that could lead to a tragedy when it comes to the life and health of our children.
