Another two participants of an armed attack against settlements of Botlikhsky District of the Republic of Dagestan in 1999 detained and taken into custody

The Main Investigative Department of the Investigative Committee of Russia over the North Caucasus Federal District continues the investigation into the criminal case opened on the fact of the armed attack on residential areas of the Botlikhsky district of the Republic of Dagestan in 1999.

Investigators, together with members of the Federal Security Service and the Russian Interior Ministry, and with the force support of the Rosgvardia, detained two natives of the Stavropol region, Albert Elakaev and Alimkhan Musaev. The said persons were members of an illegal armed formation led by Sh. Basaev and E. Khattab. Their actions are recognized as crimes under Part 2 of Article 209, Article 279, Article 317 of the Criminal Code of Russia (banditry, armed rebellion, encroachment on the life of military personnel and law enforcement officers).

It was established that in mid-July 1999 this person voluntarily joined a gang under the general leadership of Shamil Basayev and Emir Khattab, and took an active part in committing of grave and especially grave offenses. Thus, in the period from August 7 to August 24, 1999, militants armed with automatic weapons, grenades and explosive devices, totaling at least 1,000 people, took an active part in an armed rebellion in order to overthrow the constitutional order and violate the territorial integrity of the Russian Federation. They committed an encroachment on the life of servicemen of the Armed Forces of the Russian Federation, ensuring public safety and establishing constitutional order on the territory of the Botlikhsky District of the Republic of Dagestan. As a result of the massive targeted shelling performed by the gang members 33 persons had been killed and 34 citizens had received injuries of varying severity.

Upon investigative motion the court subjected Albert Elakaev and Alimkhan Musaev to preventive detention.

Implementing the principle of inevitability of punishment, investigators, with the operational support of the FSB and the Ministry of Internal Affairs of Russia, continue to identify the participants in the attack who are hiding from law enforcement agencies.
