The Investigative Committee of Russia has prepared the necessary materials to request the extradition of Telman Ismailov, accused of a number of offenses

The Investigative Committee of the Russian Federation, on the basis of the information received about the detention in Montenegro of the accused Telman Ismailov, sent all the necessary materials to prepare a request for his extradition and further criminal prosecution of this person on the territory of our state. The Russian investigation put Ismailov on the international wanted list back in 2017 in connection with the establishment of his involvement in the murder of two entrepreneurs.

By present, the Investigative Committee of Russia has charged him in absentia with committing offenses under Paragraphs A, G, H of Part 2 of Article 105, Part 3 of Article 222 (murder; illegal turnover of firearms) and Paragraphs A, C of Part 2 of Article 126 of the Criminal Code of Russia (kidnapping).

It was established that Telman Ismailov, being the organizer of the murder of two entrepreneurs - Vladimir Savkin and Yuri Brylev, together with his brothers Rafik and Vagif Ismailov, developed a plan to commit a crime. The murder was carried out by Mehman Kerimov. On May 15, 2016, on Novorizhskoe highway, while in the passenger compartment, Kerimov fired pistol shots at two victims who died from their wounds. Rafik Ismailov, in accordance with an earlier agreement with the brothers, took Kerimov from the scene of the crime, after which the accomplices helped him to escape, as well as to conceal the instrument of the crime.

In addition, in January 2004 Telman Ismailov, acting in collusion with Zaur Mardanov, Tarkhan Eldukaev, Elyar Damirov and Vladimir Gusakov, under a fraudulent pretext ensured the arrival of pop singer Avraam Russo to the Moscow restaurant Praga, where the artist was subsequently held. The victim was escorted to Ismailov's office, located on the second floor of the restaurant, where the victim was beaten. After that, Ismailov demanded from Avraam Russo to cancel all his shows and sign an agreement with him to manage Russo's artistic activities on his terms. Having suppressed the singer's will to fight, the accused put him to the back seat of a car against his wishes and moved him to Ismailov's house in Moscow Region where they kept him for over a day, until he agreed to all Ismailov's terms.

Damirov and Rusakov had already been sentenced for kidnapping (Paragraphs A, C of Part 2 of Article 126 of the Criminal Code of Russia). In addition, in July of this year, the Supreme Court of Russia upheld the conviction against Telman Ismailov's brother, Rafik, who was sentenced for committing crimes under paragraphs A, G, H of Part 2 of Article 105, Part 3 of Article 222 of the Criminal Code of Russia to 17 years of imprisonment in a strict regime colony. Mehman Kerimov was also sentenced under similar articles of the Criminal Code of the Russian Federation to 13 years in prison in a strict regime colony. In relation to Mardanov, the trial continues. The other perpetrators are still on the wanted list.

The Investigative Committee of Russia is ready for prompt interdepartmental cooperation on the matters of the fastest possible transfer of the accused to Russian justice and the implementation of the principle of inevitability of punishment for what he has done.
