The Chairman of the Investigative Committee of Russia holds a video-conference briefing

The Chairman of the Investigative Committee of the Russian Federation Alexander Ivanovich Bastrykin held a video conference briefing attended by deputies of the Chairman of the Investigative Committee of Russia, heads of the Central Office departments, regional investigations directorates and educational institutions of the Investigative Committee of Russia.

At the beginning of the meeting, the Chairman of the Investigative Committee of Russia expressed deep condolences in connection with the death of the first head of the department for interaction with the media of the Investigative Committee of Russia, member of the Public Council at the Investigative Committee of Russia, Major General of Justice Vladimir Ivanovich Markin. “Vladimir Ivanovich stood at the origins of the formation of the Investigative Committee of Russia as an independent investigative body. A talented journalist who very clearly understood the position of the Committee and laid the foundation for its information policy. Vladimir Ivanovich was respected by his colleagues and comrades in the service, and today his work continues,” A.I. Bastrykin noted. All those present honored the memory of V.I. Markina with a minute of silence.

Turning to the agenda of the meeting, Alexander Ivanovich Bastrykin touched upon the issue of providing service housing for the employees of the Investigative Committee in need. He heard reports from the heads and employees of the divisions, including on the progress in the implementation of the plan for the distribution of service apartments between the employees and on the purchase of new ones. In order to ensure the prompt resolving of the issue, he also instructed the relevant departments to organize meetings with employees who need to improve their housing conditions in order to clarify key issues related to social support in this direction.

The second issue of the meeting concerned the work on the citizens' appeals addressed to the Chairman of the Investigative Committee of Russia. During the meeting, the Chairman pointed out for the heads of territorial divisions the need to strengthen interaction with applicants, including using modern remote technologies. A number of heads of investigative departments for the constituent entities of the Russian Federation, where there are shortcomings in this area, were instructed to submit operational reports on the situation, including in the Republic of Mordovia and the Chuvash Republic. Also, the head of the Investigative Committee of Russia emphasized the need to put under supervision of the Central Office of the Committee the consideration of appeals concerning grave and especially grave offenses.

As a third question, the head of the department heard reports on a number of high-profile incidents in different regions of the country. Thus, reports were made by the head of the Investigative Department of the Investigative Committee of Russia for the Kurgan Region on the progress of the investigation into the death of 6 people, including two children, in a fire; the head of the Main Investigative Department of the Investigative Committee of Russia for the Krasnoyarsk Territory and the Republic of Khakassia - on the circumstances of the mass poisoning of schoolchildren in the Krasnoyarsk Territory. A report was heard on the progress of the investigation of the criminal case initiated by the Western Interregional Transport Investigations Department of the Investigative Committee of Russia into the sinking of the small vessel "Favorit" in the water area of the Kandalaksha Bay of the White Sea. As a result of the incident, two people died, two more citizens are reported missing.

In addition, the Chairman of the Investigative Committee of Russia supervises the criminal case on the death of people in a fire in a hospital in the Kirov Region and the criminal case on the untimely provided medical care to an 11-year-old resident of the Kireevsky district of the Tula region - now the boy feels satisfactory, the employees of the regional division continue to assist him. The heads of the investigative divisions of the Investigative Committee of Russia provided up-to-date information on the announced facts.  In addition, the Chairman of the Investigative Committee of Russia instructed the head of the Investigative Department of the Investigative Committee of Russia for the Irkutsk Region to report on the progress of the investigation of the criminal case on the illegal organization of a boarding house for the elderly and disabled in the basement of an apartment building, and the head of the Investigative Department of the Investigative Committee of Russia for the Astrakhan Region - on the criminal case on providing large families in the Volga region of land plots unsuitable for construction.

In conclusion, Alexander Ivanovich Bastrykin demanded to submit reports on a number of criminal cases in St. Petersburg and the Leningrad region. In particular, he instructed to submit an operational report on the circumstances of the discovery of a bag with the remains of a child in the Leningrad Region. The direction of the St. Petersburg Main Investigative Department of the Investigative Committee of Russia was instructed to submit a rapid report on the progress of the criminal investigation into the collapse of a house on Tchaikovsky Street as a result of illegal repair work and on information on a local TV channel about the possible destruction of the mansion of Alexei Cherkassky (Ritter), located on one of the central streets of the city.

Based on the results of the meeting, the Chairman of the Investigative Committee gave a number of specific instructions on all sounded criminal cases and on other issues under discussion.
