The investigation of criminal cases against a former deputy of the Legislative Assembly of St. Petersburg and his assistant completed


The Main Investigative Department of the Investigative Committee of Russia has completed the investigation of criminal cases against former deputy of the Legislative Assembly of St. Petersburg Roman Koval and his assistant Andrei Grishin. Depending on the role of each of them, they are accused of committing offenses under Paragraph C of Part 5 of Article 290, Part 6 of Article 290 (bribery), Article 4 of Article 291.1 of the Criminal Code (mediation in bribery).

According to the investigation, between 2017 and 2020, Koval received a bribe of 10.6 million rubles and an Audi Q7 car worth 6.2 million rubles from a representative of commercial companies in St. Petersburg through his intermediary Grishin for facilitating the allocation of subsidies to purchase equipment and materials to 5 state budget health institutions of the city using his authority. Subsequently, legal entities represented by the briber entered into state contracts with these institutions.  

In addition, in 2019 Koval, through Grishin's mediation, received a bribe of 800 thousand rubles from a representative of Rubin LLC for facilitating with his authority the allocation of a subsidy for the purchase and installation of elevator equipment to one of the maternity hospitals in St. Petersburg, with which Rubin LLC subsequently concluded a state contract.

In order to ensure the confiscation and execution of the court sentence, the car "Audi Q7" received by Koval as a bribe, as well as the property of the accused in the total amount of more than 17 million rubles was arrested.

The investigation gathered enough evidence; therefore, the criminal case was sent to the court to be tried on the merits.
