The Chairman of the Investigative Committee of Russia holds a reception of citizens

The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held a video-conference reception of citizens. It was attended by the Deputy Chairman of the Investigative Committee of Russia Sergey Nikolaevich Goryainov, heads of divisions of the Central Office of the Committee and heads and officers of a number of regional investigative departments. The head of the Committee was approached by applicants from St. Petersburg (regarding the investigation of a criminal case in the Leningrad region), the Kursk Region, and the Republic of Khakassia.

Thus, the complainants from the Republic of Khakassia told the head of the Investigative Committee of Russia that in August 2020 their relative and three other people went fishing on the Ona River in the Bolshoy On tract. However, the man did not return home, and later his remains were found. The wife and sister of the deceased man are unhappy with the red tape in the criminal case initiated under Part 1 of Art. 105 of the Criminal Code of the Russian Federation (murder). Alexander Bastrykin heard a report from the head of the Investigative Department of the Investigative Committee of Russia for the Krasnoyarsk Region and the Republic of Khakassia A. Zyubanov and criticized the work of his subordinates. He instructed to transfer the criminal case to the investigators of the Central Office and engage the staff of the Main Forensic Department (Forensics Center) of the Investigative Committee of Russia.  A.G. Zyubanov and employees of the territorial subdivision of the Investigative Committee of Russia who were investigating this criminal case were subjected to official assessment. In addition, the head of the Investigative Committee of Russia was outraged by the applicants' complaint about the incorrect, indifferent and negligent attitude of the investigator of the Investigation Department for the Tashtyp District of the Main Investigative Department of the Investigative Committee of Russia for the Krasnoyarsk Territory and the Republic of Khakassia I.M. Babiychuk. Upon instruction of the Chairman of the Investigative Committee of Russia he was subjected to an official assessment.

Also, two women applied to the head of the Investigative Committee of Russia with a complaint about the untimely initiation of a criminal case under Part 1 of Article 109 of the Criminal Code of the Russian Federation (causing death by negligence) upon the death of their relative in a private house in the Leningrad region.  In October 2020, the man went out of town, turned on the gas boiler to heat the house, but lost consciousness and died before the ambulance arrived, and his 14-year-old son was taken to hospital. According to the investigation, due to violations in the operation of gas equipment, the ventilation duct and improper installation of the chimney pipe, a back draft occurred in the chimney, and therefore carbon monoxide began to enter the house, which, according to the preliminary version, led to poisoning. The head of the Investigative Committee of Russia heard a report on the progress of the investigation, instructed to appoint additional examinations in this criminal case with the involvement of the Forensic Center of the Investigative Committee of Russia and the Main Forensics Department of the Investigative Committee of Russia, and to present the results as soon as possible. Also, Alexander Ivanovich Bastrykin was dissatisfied with the work of the investigative department for the city of Vsevolozhsk of the Investigative Department of the Investigative Committee of Russia for the Leningrad Region and appointed an official assessment in relation to its head A.V. Demchenko and investigator V.V. Megrelov, according to the results of which the issue of dismissal of the latter will be considered.

Further, a report was heard on the progress of the investigation of the criminal case on the murder of a man in 2012 in the Kursk Region, in which the suspects have not yet been identified. The Chairman of the Investigative Committee of Russia harshly criticized the subordinates for the red tape and instructed to transfer the criminal case to the investigators of the Central Office of the department, and ordered the forensic experts of the Main Forensic Department to also join the investigation. An official assessment was appointed into officers of the regional department.

The Chairman of the Committee gave a number of specific instructions over every incident reported. He drew special attention of the subordinates to the need to closely interact with the victims, listen to their arguments, bring to their attention information about the progress of the investigation. Alexander Ivanovich Bastrykin reminded that the person whose family had suffered sorrow deserves an attentive and kind attitude from the officers of the Committee.
