The Chairman of the Investigative Committee of Russia requests reports on a number of incidents with children

The Chairman of the Investigative Committee of Russia instructed the head of the Investigative Department of the Investigative Committee of the Russian Federation for the Volgograd Region V.I. Semenov to submit a report on the progress of investigative actions and operational-search measures in a criminal case on the commission of violent acts of a sexual nature against a minor. The Volgograd Regional Investigative Department of the Investigative Committee of Russia is investigating a criminal case on the fact of committing crimes against a minor under Paragraph A of Part 3 of Article 132 of the Criminal Code of Russia (other actions of a sexual nature), as well as Part 1 of Article 161 of the Criminal Code of Russia (robbery). According to the investigation, on October 10, 2021, a 15-year-old schoolgirl was returning to her place of residence in the Kirovsky district of the city of Volgograd, when a previously unknown man attacked her and committed illegal actions, after which she disappeared. As part of the investigation of the criminal case, the investigators appointed a complex of forensic examinations and research, according to the results of which a suspect in the commission of crimes was identified. It turned out to be a previously convicted native of the city of Ulyanovsk, Dmitry Milokhov, born in 1992. Specialists determined that it was his biological traces that were found on the victim's clothing. The study of Milokhov's personality revealed that while serving his sentence in a penal colony in the Ulyanovsk region for committing property crimes, he left the penal institution on his own accord. On October 13, 2021, the suspect was put on the wanted list. The progress of investigation is under supervision of the Central Office of the Investigative Committee of Russia.

In addition, the Chairman of the Investigative Committee of Russia instructed the Acting Head of the Main Investigative Directorate of the Investigative Committee of Russia in St. Petersburg Parastaeva M. G. to report on the progress of the criminal investigation into the injury of a minor on a karting. The St. Petersburg Investigative Department of the Investigative Committee of Russia is investigating a probe into committing of offence under Part 1 of Article 238 of the Criminal Code of Russia (rendering of services which do not meet safety standards). According to investigators, as a result of providing services that do not meet the safety requirements of life and health of consumers by employees of a karting club, located on Kultury Avenue, a 9-year-old girl, driving a defective cart, not equipped with seat belts, crashed into the fence of the track, after which she was hospitalized with injuries and is provided with qualified medical care. The head of the Investigative Committee of Russia instructed to find out all the circumstances that led to the trauma of the girl and to identify the persons involved. Upon instruction of the Chairman of the Investigative Committee of Russia the investigation of the probe will be also supervised by the Central Office of the Committee.
