The funeral ceremony was opened with the words of condolence of Alexander Ivanovich Bastrykin. The head of the Committee noted Vladimir Ivanovich's contribution to the establishment of the department's information policy and laying the foundations for successful interaction not only with representatives of the media, but also with citizens and public institutions. "Today we bid farewell to Major General of Justice Vladimir Ivanovich Markin. Easy on his feet, with a twinkle in his eyes, he surprisingly quickly entered our officer family, and this happened during the difficult period of the formation of our agency as an independent investigative body. He came from a simple working-class family, with an iron man's character, and on principle defended our position in the fight against crime. Vladimir Ivanovich was an exemplary family man, a wise, intelligent man and always gave the right advice to which people listened," A.I. Bastrykin noted.

The Chairman of the State Duma of the Federal Assembly of the Russian Federation on security and anti-corruption measures Vasily Piskarev expressed condolences on behalf of the Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin and the entire deputy corps of the lower house of the Russian Parliament. V.I. Piskarev emphasized that "Markin set a very high bar in his work and established excellent communication with the media".

VGTRK deputy director for legal broadcasting, journalist Eduard Viktorovich Petrov added that "Vladimir Ivanovich Markin has always remained an honest and decent journalist.  In a short time, he created a powerful press service. He always defended the interests of his colleagues and journalists, fought for them. It says a lot about a person."

Yuri Yuryevich Shalimov, General Director of JSC "Television and Radio Company "Petersburg", in his turn, added that "Vladimir Ivanovich Markin was honest, decent, courageous. And most importantly, he was a real comrade."

Vladimir Ivanovich Markin had many awards. He will always remain in our memory as an officer, faithful to his oath to the end. Charismatic, talented, he was deeply respected by his colleagues and comrades in the service. He was not afraid to take on the most daring and large-scale projects, he was always open to new ideas and knew how to solve the most difficult problems. Vladimir Ivanovich's warm participation, spiritual and intellectual generosity could not leave anyone indifferent. It is a great loss for all his associates.
