In the Astrakhan Region, a person suspected of committing a number of grave offenses, who had previously escaped from a penal facility in Ulyanovsk Region, detained

The Astrakhan Regional Investigative Department of the Investigative Committee of Russia initiated criminal proceedings for committing robbery and rape of a local resident on the grounds of crimes provided for by Part 2 of Article 162, Paragraph B of Part 2 of Article 131, Paragraph B of Part 2 of Article 132 of the Criminal Code of Russia (robbery, rape, violent acts of sexual nature).

According to the investigation, on the evening of October 14, 2021, the suspect, being near one of the houses in the area of garages in Astrakhan, threatening a local resident with a knife, stole her mobile phone, after which he raped her under threat of murder.

In the course of competently planned investigative actions and operational-search activities of the employees of the Astrakhan Regional Investigative Department of the Investigative Committee of Russia and the Russian Ministry of Internal Affairs, on October 15, the suspect was arrested, he turned out to be a 29-year-old resident of the Ulyanovsk Region, who had previously escaped from the colony-settlement in the Ulyanovsk Region and committed violent actions of a sexual nature against a minor in the Volgograd Region.

As it was reported previously, on October 10, 2021, a 15-year-old schoolgirl was returning to her place of residence in the Kirovsky district of the city of Volgograd, when a previously unknown man attacked her and committed illegal actions, after which she disappeared. As part of the investigation of the criminal case, the investigators appointed a complex of forensic examinations and research, according to the results of which a suspect in the commission of crimes was identified. It was a previously convicted native of the city of Ulyanovsk, born in 1992. Specialists determined that it was his biological traces that were found on the victim's clothing.

In addition, the Ulyanovsk Regional Investigative Department of the Investigative Committee of Russia is investigating a criminal case under Part 1 of Article 293 of the Criminal Code (negligence) on the fact of improper performance of duties to control prisoners in custody by an employee of the Federal Penal Colony No 3 of the Ulyanovsk region, which resulted in the escape of a local resident born in 1992.

At the moment, investigators are establishing all the circumstances of the incident.
