The Chairman of the Investigative Committee of Russia requests reports on a number of incidents with children

The Chairman of the Investigative Committee of Russia instructed the head of the Investigative Department of the Investigative Committee of Russia for the Ryazan Region V.A. Nikeshkin to report on the investigative actions carried out and the circumstances of the murder of a 15-year-old teenager. On this fact, the Ryazan Regional Investigative Department of the Investigative Committee of Russia is investigating a criminal case on the grounds of a crime under Part 1 of Article 105 of the Criminal Code of Russia (murder), within the framework of which investigative actions and search measures were carried out to establish the whereabouts of a previously missing teenager. On October 13, 2021, during investigative actions in a forest belt near the village of Zemenki, Ryazan District, the hidden body of a minor with signs of violent death was discovered. In the course of the investigative actions, it was established that his former stepfather, born in 1969, and his acquaintance, a resident of the Moscow region, born in 1992, were involved in the disappearance and death of the child. Currently, the necessary investigative actions are being carried out with the detainees to establish and clarify all the circumstances of the crime. The preventive measure is being decided upon. The progress of investigation is under supervision of the Central Office of the Investigative Committee of Russia.

In addition, media monitoring revealed a case of leaving four young children in a potentially life- and health-threatening situation - in an apartment unattended for a long time in the town of Gaia, Orenburg region. The Orenburg Regional Investigative Department of the Investigative Committee of Russia organized a check, within which to make a legal assessment of the actions of the parent of young children, to establish the circumstances of the upbringing of children in a large family, the existence of threats to their safety in the past and the sufficiency of measures taken by officials of the system of prevention. The Chairman of the Investigative Committee of Russia put the progress and results of the assessment under supervision of the Central Office of the Committee and instructed the head of the Orenburg Regional Investigative Department of the Investigative Committee of Russia V.D. Zuderman to present a report on the situation.

Apart from that, the Chairman of the Investigative Committee of Russia instructed the head of the Rostov Regional Investigative Department of the Investigative Committee of Russia A.G. Huade to report on circumstances of beating and torturing of a minor by her peers.

Apart from that, the head of the Committee requested a report from the head of the Leningrad Regional Investigative Department of the Investigative Committee of Russia S.T. Sazin on injuring of a minor child in kindergarten. The media reported that in the Vsevolozhsk district of the Leningrad region, a 4-year-old child, as a result of riding on a faulty attraction, received a hand injury. On this fact, based on the results of the pre-investigation check, a criminal case was initiated on the grounds of a crime under Part 1 of Article 238 of the Criminal Code of the Russian Federation (provision of services that do not meet the requirements of the safety of life and health of consumers). According to investigators, on October 13, 2021 during walks of children in the territory of kindergarten in Kudrovozhsky district of Leningrad region the unidentified official from among administration allowed provision of educational service not meeting safety requirements, as a result of which children rode a merry-go-round on which a part of construction was missing and that resulted in injury of 4-year old child.

The progress of fulfillment of the instructions is to be supervised by the Central Office of the Committee.
