Chairman of the Investigative Committee of Russia held a solemn event on the Day of Creation of the Forensic Service

The Investigative Committee of Russia held a meeting dedicated to the 67th anniversary of the forensic service. The event was attended by Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin, Deputy Chairman of the Investigative Committee of Russia Sergey Nikolaevich Goryainov, head of the Main Forensic Department (Forensics Center) Sigmund Zygmundovich Lozhis, veterans of the investigation, heads and employees of departments of the Forensic Center, forensic experts from the territorial investigative authorities.

Speaking about the role of forensic science in the investigation of crimes, the Chairman of the Investigative Committee of Russia noted: "I recall with a great sense of satisfaction many of our cases, often difficult to prove and investigate, where the main contribution to the establishment of the truth was made by forensic specialists.

Over the past 10 years, the latest developments and advanced forensic techniques have been consistently introduced into investigative practice. As a result of their effective use, more than half a million traces were discovered and seized, contributing to the detection of over four hundred thousand crimes. The joint efforts of criminalists, investigators and operational services of law enforcement agencies allowed for 9 months of 2021 to achieve an increase in the detection of murders to 98.2%, crimes under Part 4 of Article 111 - to 99.5% and rapes - to 99.6%.

Alexander Bastrykin also spoke about the effectiveness of the existing structure of the Committee's forensic units: "In the districts we have forensic units of the central office, which have brought our best capabilities closer to the real problems that exist. I am grateful that you are able to respond independently to the situations that occur in the territories, staying at the scene of the incident, promptly begin the work of investigation.

The head of the agency noted the importance of the work on the development of research activities. "The Forensics Center is on the cutting edge of modern innovations in crime detection. Therefore, it is very important that with the emergence of new types of crime, including information technology, we are often scientifically ahead of them," he stressed.

Also, the Chairman of the Investigative Committee of Russia positively noted the cooperation of the Research Institute of Forensic Science with the Moscow Academy of the Investigative Committee of Russia and their creation of joint high-quality scientific works, emphasizing that "in some cases they are ahead of the academic science in institutions of higher education. In this regard, the head of the department spoke about the need to further strengthen cooperation with departmental universities of the Ministry of Internal Affairs, the Federal Security Service, the exchange of experience with their forensic units.

Speaking at the event, Sigmund Zygmundovich Lozhis, head of the Main Forensics Department, thanked the Chairman for his support of the Forensic Center.

At the end of A.I. Bastrykin thanked employees of criminal investigation departments of the Committee for their successful work, for solving the challenges facing the Investigative Committee of Russia, for their dedication and courage in the performance of official and civil duty. He also expressed his gratitude to the veterans of the investigation and forensic service for their many years of selfless work, invaluable experience and best traditions, passed on by them to a new generation of criminalists.

For high achievements in service, the Chairman of the Investigative Committee of Russia awarded employees of the Main Forensics Department, as well as employees of the forensic departments of the territorial investigative agencies with departmental medals "For Distinction", "For Diligence in Service", insignia "For Service to the Law", "Excellent Investigator".
