Probe launched into wounding of an 11-year-old girl by targeted artillery strikes of Ukrainian Armed Forces


The Investigative Committee of Russia continues to identify officials involved in use of banned means and methods of warfare against civilians of Donbass and consolidate evidence of their crimes.

According to the investigation, on October 21, 2021, servicemen of the Armed Forces of Ukraine fired a massive artillery shelling of 152 and 122 mm calibers of residential buildings and civilian infrastructure in the suburb of Donetsk in the Kuibyshev district. As a result of a direct hit of a shell in a residential building, an 11-year-old girl and an 18-year-old girl were injured and survived only by a fluke. In addition, several residential buildings, a gas pipeline and other facilities were partially destroyed.

By shelling a populated area, Ukrainian soldiers intended to kill or seriously injure an unlimited number of civilians living in southeastern Ukraine and not participating in the armed conflict. The Ukrainian military officers had violated Protocol on cease-fire in southeast of Ukraine and Memorandum to it, as well as provisions of the Convention on Protection of Civilian Persons in Times of War and Additional Protocol II to it.

A probe has been launched into this fact under Part 1 of Article 365 of the Criminal Code of Russia (cruel treatment of civilians and use in a military conflict of means and methods of warfare, banned by an international treaty of the Russian Federation).

Such offenses are not subject to any statutory limitations, and the evidence collected by the Investigative Committee of Russia will provide a matter for trials stood by persons, who are giving and fulfilling the offensive orders.
