The Chairman of the Investigative Committee of Russia holds a video-conference briefing

The Chairman of the Investigative Committee of the Russian Federation Alexander Ivanovich Bastrykin held a video conference briefing attended by deputies of the Chairman of the Investigative Committee of Russia, heads of the Central Office departments, regional investigative departments.

At the beginning of the event the Chairman of Investigative Committee of Russia thanked Zuderman V.D., the Head of the Orenburg Regional Investigative Department of the Investigative Committee of Russia, for quick disclosure of a murder of a woman in Orsk and S.T. Sazin, the Head of the Leningrad Regional Investigative Department of the Investigative Committee of Russia for disclosure of an especially grave crime of past years - murder, committed in 2008. The head of the Committee ordered to prepare proposals for the promotion of investigators and criminal investigation officers who worked on solving these crimes by departmental awards of the Investigative Committee. Alexander Bastrykin, addressing his colleagues, explained that "we need to work more actively on solving the crimes of previous years, because, as practice shows, intensive cooperation with the operational services yields results".

The main topic on the agenda of the meeting was the issue of compensation to victims during the investigation of criminal cases.

The head of the agency announced statistics according to which in 10 years in the course of preliminary investigation and procedural checks of the Investigative Committee of Russia 427.5 billion rubles were compensated to the state and victims of crime. This year, the amount of compensation is 53 billion rubles, and the property of the accused has been seized for 62 billion rubles. Significant contributions were made by the investigative agencies of the Moscow Region, St. Petersburg, the Murmansk and Novosibirsk Regions, the Republic of Tatarstan, the Stavropol Territory, and a number of others.

It was noted that in corruption crimes the amount of compensation for damage increased to 62%, and in criminal cases of non-payment of wages the compensation rate in Russia is 84%. "Now it's good to know that in cases of unpaid wages, we are working primarily to compensate the victims," Alexander Bastrykin stressed.

The Chairman of the Investigative Committee of Russia pointed out to his subordinates the need to compensate moral damage to the victims in criminal cases of crimes against persons, including sexual integrity.

The meeting heard the heads of the three investigative departments, in the work of which the Central Office identified shortcomings.

The head of the Ingushetia Republican Investigative Department of the Investigative Committee of Russia A. Konovod reported on the work carried out and the reasons for the reduction of recoverable damage - down to 29% - in criminal cases investigated in the division. The Chairman of the Investigative Committee of Russia instructed the head of the division to intensify the work on the compensation of damages and the seizure of property of defendants in criminal cases. However, the head of the agency noted that in general the results of the investigation department of the Republic of Ingushetia are quite good. At the same time, "it is necessary to put in order the indicators, not for the sake of the indicators, but for the sake of the work".

Evaluating the work of the investigative department in the Republic of Buryatia, the Chairman of the Investigative Committee of Russia pointed out to the head of this department Sukhorukov V.V. the current negative trend. Compared with the same period last year, there was a significant decrease in compensation for damages, an increase in criminal cases returned by the courts, as well as an increase in the proportion of criminal cases investigated within more than two months. Alexander Bastrykin ordered that comprehensive measures be taken to remedy the situation.

Also the acting head of the Kaliningrad Regional Investigative Department of the Investigative Committee of Russia E. N. Kozyretsky reported on the undertaken work. In the region there are outstanding wage arrears to 1,500 employees of 12 enterprises. The head of the department was reported on the problems in resolving issues related to the arrest of property of enterprises in bankruptcy in court. The head of the agency emphasized that the return of wage debts is a priority in bankruptcy, and it is necessary to appeal against court decisions in cases where they prevent the protection of interests of employees of bankrupt enterprises. The acting head of the investigative department was instructed to promptly submit a separate report on several criminal cases of non-payment of wages.  

On the positive side, the Chairman of the Investigative Committee of Russia noted the work of the head of the Murmansk Regional Investigative Department of the Investigative Committee of Russia Efremov A.A. This unit was able to compensate the state and the victims for 99.2% of the damage caused, which is significantly higher than the national average. Alexander Bastrykin thanked the head and staff of the department for their high performance.

At the end of the event the head of the Committee gave some instructions to the management of the Central Office, including on the organization of the upcoming reception of the inhabitants of Vsevolozhsk District of the Leningrad Region.
