In Saratov Region, a local citizen accused of death of two minor children in a fire to stand trial

The Saratov Regional Investigative Department of the Investigative Committee of Russia completed investigation of the criminal case against a 27-year-old resident of Saratov accused of committing crimes under Part 3 Article 109 of the Criminal Code (causing death by negligence in two persons), Article 125 of the Criminal Code (knowingly leaving without assistance people who are in danger to life and health and unable to take measures to protect themselves due to their young age, if the offender had the opportunity to help these people or himself put them in a dangerous situation) and Article 168 of the Criminal Code of Russia (destruction of someone else's property on an especially large scale).

According to investigators, the 27-year-old man was a guest of his 30-year-old relative who lived with young daughters (3 and 10 years) in a private house in the village of Krasny Tekstilshchik in Saratov. The woman and the man were drinking alcohol and smoking tobacco products together. On the evening of May 5, 2021, the landlady, her children, and her 27-year-old nephew went to bed. On May 6, 2021, around 1 a.m., a fire broke out in the dwelling.  According to the conclusion of the fire examination, the fire was caused by smoldering tobacco products (cigarettes). When the man woke up and discovered the fire, he had a real opportunity and obligation to wake up the young children and get them out of the house, because he understood that due to their young age they could not take self-preservation measures. However, being in a state of alcoholic intoxication, the man left the dwelling and did not take any measures to help the children and save their lives, knowingly leaving them in danger. Their deaths were caused by carbon monoxide poisoning. As a result, a 30-year-old woman and her minor daughters died. The total value of property destroyed in the fire was more than 750 thousand rubles.

The defendant pleaded guilty to having left two minor children in danger; he did not plead guilty to committing other incriminating crimes. The investigative body has collected exhaustive evidence of the commission by the accused of the acts incriminated to him. The criminal case with the approved indictment has been sent to the court to be tried on the merits.

It should be noted that the 30-year-old woman during the preliminary investigation was charged with committing crimes under Part 3 of Article 109 of the Criminal Code and Article 168 of the Criminal Code. In accordance with the applicable law, criminal proceedings against her have been terminated in connection with her death.

Earlier, the Chairman of the Investigative Committee of the Russian Federation Alexander Ivanovich Bastrykin heard a report on the progress of the criminal investigation at the meeting and gave a number of instructions.
