In the Republic of Tyva, criminal cases were initiated into inaction of supervisory and other authorities that entailed death of minor children

During investigation of a criminal case initiated into murder of two minor sisters, the Tyva Republican Investigative Department of the Investigative Committee of Russia initiated criminal cases under Part 3 of Article 293 of the Criminal Code of Russia (negligence) into facts of negligence of supervisory and other authorities of different levels and locations.

According to investigators, since 2014, two underage daughters of a 31-year-old woman were placed in foster care and the third in the care of her grandmother, who passed away in November 2020, after which the child actually lived with her biological father. In May 2021, a woman who had been released from prison took her three daughters away from their father and foster family and then began living with them in a house on Lopsanchapa Street in Kyzyl. At the same time, the officials of the territorial supervisory bodies did not adequately monitor the living conditions of underage girls, and scheduled and unscheduled inspections were not conducted at the place of residence of the children in their custody. In addition, the mother of the dead children, previously convicted and under administrative supervision of the internal affairs bodies, not only evaded her duties maliciously, but committed new crimes between March and September 2021, but the officials of the territorial body of internal affairs did not properly register and monitor her. In the presence of such circumstances indicating that the underage girls are in a socially dangerous situation, the officials of the Commission on Juvenile Affairs and Protection of their Rights of Kyzyl City Hall, as well as other subjects of prevention filed appropriate lawsuits with the initiation of the issue of depriving the woman of parental rights in respect of her three minor daughters.

These gross violations of the law by officials of the territorial body of internal affairs, the guardianship authorities of the Tojinsky and Kaa-Khemsky districts, the Republican Center for Monitoring, Analysis and Resource Provision, the Juvenile Committee under Kyzyl City Hall, the Family and Children Affairs Agency of the Tyva Republic, and other authorized executive agencies of the republic were conditions that contributed to the commission of a particularly grave crime against two underage girls, resulting in their death.

Currently the necessary investigative measures are being taken in criminal cases: searches, documentation seizures in various departments and services, and interrogations.  The investigation will establish all the factual circumstances of the inaction of the guilty officials with the further giving them a fundamental legal assessment.

In addition, as part of the investigation into the murder of the girls, a 23-year-old man has already been charged, the court on the petition of the investigator chose a preventive measure for him in the form of custody. 

The Chairman of the Investigative Committee of Russia put the progress of investigation of the probe under supervision of the Central Office of the Committee.
