A criminal case into fraud in shared equity construction of residential buildings is launched in the Leningrad region

Leningrad Regional Investigative Department of the Investigative Committee of the Russian Federation launched a criminal case into fraud in shared equity construction of Barskaya Usadba housing estate in Vsevolozhsk district of Leningrad region under Part 4 of Article 159 of the Criminal Code (large-scale fraud).

According to the investigation, shared construction participation agreements were signed between KomfortStroy and participants in the Barskaya Usadba residential complex shared construction from 2016 to the present day. Unidentified executives of KomfortStroy, having undertaken to build a residential complex, received money without intending to fulfil the terms of the contracts within the time frame set out in the contracts, i.e. by fraudulent means. They used the money received to pay for other contracts not related to fulfilment of obligations to build the Barskaya Usadba housing estate.

The investigative actions required to define all the circumstances of the committed offense are being taken. Measures are being taken to identify the causes and conditions which contributed to the crime and to compensate for the damage caused. The investigating authority will also assess the actions of officials supervising the construction of the housing estate in a previously initiated criminal case.

Earlier, the Chairman of the Investigative Committee of Russia, Alexander Bastrykin, following an appeal from shareholders in the Barskaya Usadba housing estate in the village of Agalatovo, Leningrad Region, instructed the head of the regional department to thoroughly investigate the situation and promptly identify all the circumstances of possible violations of citizens' rights.
