The evidence gathered by the Kurgan Regional Investigative Department of the Investigative Committee of Russia was recognized by the court as sufficient for sentencing the former first deputy governor of Kurgan region - director of the Department of Agriculture Sergey Pugin who was found guilty of committing a crime under Part 3 of Article 285 of the Criminal Code (abuse of office, resulting in grave consequences) and a crime under Part 4 of Article 290 (bribery) of the Criminal Code.
The investigation and the court found that between 2018 and 2019, Sergey Pugin, as the first deputy governor of Kurgan region - the director of the Kurgan region's agro-industrial complex department, acting in collusion with the head of Shadrinsk district Vladimir Osokin, and Vyacheslav Roznin, who held the position of deputy head of Shadrinsk district, organized the production, signing and payment of fictitious acts of completed work in favor of the contractor - LLC "Multiplast". In order to create the appearance of complete and timely absorption of budgetary funds allocated to the Kurgan region from the federal budget under the federal target program "Sustainable Development of Rural Areas in 2014-2017 and for the period up to 2020", the defendants, being reliably aware of the presence of unperformed works and undelivered equipment from the contractor on the construction sites in the villages of Maltsevo and Verkhozino of the Shadrinsk district and therefore not ready for commissioning, transferred full payment for them. At the same time, the construction of socially significant facilities has not yet been completed, they have not been put into operation, and federal funds as a result of the illegal actions of officials were transferred to the LLC Multiplast, where they were partially stolen.
In addition, the investigation found that for the provision of general patronage in the performance of municipal contracts by the contractor under the specified target program in 2015-2018, Pugin received a bribe in construction materials amounting to more than 100 thousand rubles from the commercial director of LLC "Multiplast" Mikhail Tretyakov.
By a court verdict, Pugin was sentenced to 8 years' imprisonment in a general regime correctional colony, with a fine in the amount of 1,968,858 rubles, with the deprivation of the right to hold positions in the civil service and in local self-government bodies related to the implementation of organizational, administrative and economic powers for a period of 5 years.
The former head of the Shadrinsky district, Vladimir Osokin, was found guilty of committing a crime under Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of office, resulting in grave consequences), he was sentenced to 3 years 6 months of imprisonment in a general regime penal colony, with the deprivation of the right to hold positions in the civil service and in local self-government bodies associated with the implementation of organizational and administrative and administrative and economic powers, for a period of 2 years.
The former deputy head of the Shadrinsky district, Vyacheslav Roznin, was found guilty of committing a crime under Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of office, resulting in grave consequences), he was sentenced to 2 years 6 months of imprisonment in a general regime penal colony, with the deprivation of the right to hold positions in the civil service and in local self-government bodies associated with the implementation of organizational and administrative and administrative and economic powers, for a period of 2 years.
