The Chairman of the Investigative Committee of Russia holds a video-conference briefing

The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held in a video-conference operational meeting on the results of the investigative agencies of the Investigative Committee of Russia for 9 months of 2021. The event was attended by the First Deputy and deputies of the Chairman of the Investigative Committee of Russia, heads of the Central Office departments, regional investigations departments and educational institutions.

The Chairman of the Investigative Committee of Russia shared the results of his working visit to Belarus, noting that agreements were reached with Belarusian colleagues on a wide range of areas of cooperation, ranging from the practice of criminal investigation to training of employees of investigative committees of Russia and Belarus. The head of the department noted the experience of Belarusian colleagues in the functioning of a single organization authorized to carry out expert examinations - the State Committee for forensic examinations, explaining that Belarusian experts have expressed interest in the exchange of practical experience.

Turning to the topic of criminal investigations, Alexander Bastrykin dwelled on the issue related to the termination of the criminal case for violation of requirements for the preservation and use of cultural heritage sites of historical and culture of peoples of the Russian Federation, initiated in connection with the destruction of the museum "Road of Life" in the village of Kokkorevo in Vsevolozhsk district of the Leningrad Region.

The acting head of the State Investigative Committee of Russia for St. Petersburg A.D. Golombievsky reported that the criminal investigation into the June 4, 2019 fire in the house of Alexei Cherkassky (Ritter) located on the University Embankment will soon be completed; the criminal case on charges of hooliganism against two persons who hit a man on Nevsky Prospekt with scooters has been sent to court.

Speaking about the results of work of investigative bodies of Investigative Committee of Russia for 9 months of this year, the Chairman of the Investigative Committee of Russia noted the trend of increasing the speed and quality of preliminary investigation. Investigators have sent 70,693 criminal cases against 77,132 defendants to court. 2,123 offences committed by organised groups and criminal associations have been investigated. 7,405 corruption cases have been referred to the courts More than 700 people with a special legal status have been brought to justice.

In order to protect the labor rights of citizens, 615 criminal cases of crimes related to non-payment of wages were sent to court; in addition, in more than 600 cases the losses of the victims were fully compensated during the investigation. Employees were paid debts of 3.2 billion rubles, the property of the accused worth 1.9 billion rubles at the request of investigators was arrested.

During the past period of 2021, 53.9 billion rubles were compensated to the victims and the state during the preliminary investigation. In addition, property worth 62.2 bln roubles of suspects and defendants has been seized.

The investigative departments of Primorsky Krai, Udmurtia and Karachay-Cherkessia Republics, as well as Vladimir Oblast worked most efficiently.

Separately, the meeting heard from several managers whose work was marked by significant shortcomings.

In particular, the Chairman of the Investigative Committee of Russia demanded a report from E.V. Shapovalov, Head of the Investigative Department of the Investigative Committee of Russia for the Lipetsk Region. The unit's workload in investigating grave and especially grave crimes remains low. Every seventh ruling on refusal to initiate criminal proceedings was found illegal. The number of criminal cases returned by the prosecutor for revision increased. Almost two-thirds of the completed cases were of minor and medium gravity. One out of every four cases (118 of 481) sent to court were of illegal intrusion into the home and insulting a representative of the authorities. There has been an increase (by 18%) in the number of cases investigated within more than two months; their share is significantly higher than the national average. There is a low quality of investigation of materials on crimes committed against minors. There is insufficient work on solving crimes of previous years. A.I. Bastrykin instructed the Central Office to inspect the activities of the Lipetsk Regional Investigative Department of the Investigative Committee of Russia in terms of the investigation of crimes of previous years.

Head of the Investigative Department of the Investigative Committee of Russia for the Republic of North Ossetia (Alania) V. Kh. Ustov reported on some performance indicators of the department and the reasons for their decline in the current year. This department has seen a more than two-fold increase in the number of cases returned by courts for revision and a one-third increase in the number of criminal cases returned by prosecutors for further investigation, while the burden on investigators is lower than the national average.

When analyzing the work of the investigative department of the Tambov Regional Investigative Department of the Investigative Committee of Russia, a negative trend of deteriorating indicators, which continues since 2019, is noted: a 20% reduction in both completed criminal cases and those sent to the courts; an increase in the number of cases returned by courts and prosecutors; a decrease in the number of solved crimes of previous years. The head of the regional investigative department, A.N. Polshakov, reported on the causes of the situation.

Claims related to the unresolved problems of shareholders in this region were voiced to the acting head of the Omsk Regional Investigative Department of the Investigative Committee of Russia, S.V. Markovchenko. At the moment there are 39 problematic houses. Not a single criminal case on the subject has been sent to court. At the same time, the leadership of the regional investigative directorate did not hold personal meetings with the affected shareholders.

In addition, the meeting discussed the issue of further provision of department employees with service housing. The heads of departments of the Central Office, responsible for material and technical support, reported to the head of the department on the upcoming purchase of 47 apartments for employees of the Central Office. This year, 165 employees of the Central Office of the Investigative Committee of Russia have already received service housing. The head of the department also instructed to distribute the available 18 apartments in Moscow and the Moscow Region as soon as possible. In addition, the department has found additional internal reserves of 200 million rubles for the purchase of service apartments.

The Chairman of the Investigative Committee of Russia demanded to report about the measures taken to improve the efficiency of the departments, including staffing. Separately, he pointed to the need for a careful approach to the investigation of past crimes and the implementation of the principle of inevitability of punishment. Based on the results of the event, the Chairman of the Investigative Committee gave the necessary instructions.
