In the Perm Region, sentence imposed over defendants in the second criminal case into the death of people in the mini-hotel "Karamel"

The evidence gathered by the Main Investigative Department of the Investigative Committee of Russia was recognized by the court as sufficient for passing a sentence against Sergey Ageyev, Deputy Head of Maintenance Service of Maintenance Group No. 2 of the "Permskaya Setevaya Kompanya" LLC, and Vyacheslav Khilkov, former Chief Engineer of the Profi-Dom Management Company LLC. Depending on the role of each of them, they were found guilty of committing offenses under Part 3 of Article 217, Part 3 of Article 109, Part 2 of Article 118 of the Russian Federation (violation of safety rules at a hazardous industrial facility, resulting in the death of people and causing serious harm to health, causing death and serious harm to health through negligence because of improper performance of professional duties).

The investigation and the court found that as a result of violations of safety rules and improper execution of their duties by Ageyev and Khilkov on the night of January 20, 2020 there was a break in the hot heating pipe and the basement of the apartment complex on Sovetskaya Armiya Street in Perm, where the mini-hotel "Karamel" was located, was flooded. This resulted in deaths of five people. Three guests received burns of varying severity.

Upon decision of the Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin, the said probe was referred to the Main Investigative Department of the Investigative Committee of Russia for organization of comprehensive and prompt investigation.

The court sentenced Ageev and Khilkov to 2 years of imprisonment each. They will serve their sentences in a settlement colony.

In addition, earlier the owner of the hotel "Karamel" Sergey Shcherbakov was convicted under Article 238 of the Criminal Code (provision of services that do not meet the safety requirements for life and health of people).
