The evidence collected by the Main Investigative Department of the Investigative Committee of Russia has finished the criminal investigation into former head of the Federal Autonomous Institution "Federal Center of Pricing in Construction and Building Industry" Yevgeny Yermolayev, acting head of the Federal State Unitary Enterprise "Main Special Construction Department Dalspetsstroy of Spetsstroy of Russia" Andrey Zakharov, as well as directors of Central Research Institute of Pricing Methodology LLC and Gosnormativ LLC Olga Zugayeva and Sergey Polivanov. Depending on the involvement of each, they are charged with offences under Part 4 of Article 160, Parts 3 and 5 of Article 33, Part 4 of Article 160, and Paragraph B of Part 4 of Article 174.1 of the Criminal Code of Russia (organization of and accessory in embezzlement; embezzlement; legalization of monetary funds or other property acquired by a person as a result of an offence).

The investigation and the court established that the perpetrators had been involved in swindling through embezzling monetary funds of the Federal State Unitary Enterprise "Main Roads and Airports Construction Department of Spetsstroy of Russia" and Federal State Unitary Enterprise "Main Special Construction Department Dalspetsstroy of Spetsstroy of Russia" under the appearance of execution of contracts signed between the stated state enterprises and commercial organizations controlled by Yermolayev, for cost standards development for estimating cost of works for the construction of Vostochny Cosmodrome, causing the damage on a very large scale in the amount of over 404 million rubles.

Thus, from June 2012 to December 2013, Acting Head of Federal State Unitary Enterprise "Main Roads and Airports Construction Department of Spetsstroy of Russia" Vyacheslav Fatkullin together with Head of the Federal Autonomous Institution "Federal Center of Pricing in Construction and Building Industry" Yevgeny Yermolayev and Director-General of Central Research Institute of Pricing Methodology LLC Olga Zugayeva, through his official position, had embezzled other people's property in the form of monetary funds to the amount of 124.9 million rubles under the appearance of execution of contract for developing individual cost estimate change indexes for construction of the Vostochny Cosmodrome and its payment. The embezzled funds had been legalized by Zugayeva through financial operations of transferring the said funds to the accounts of shell companies.

Besides, from September 2013 to July 2014, Acting Head of the Federal State Unitary Enterprise "Main Special Construction Department Dalspetsstroy of Spetsstroy of Russia" Andrey Zakharov together with Head of the Federal Autonomous Institution "Federal Center of Pricing in Construction and Building Industry" Yevgeny Yermolayev, Director-General of Gosnormativ LLC Sergey Polivanov, and freelance expert of the Federal Autonomous Institution "Federal Center of Pricing in Construction and Building Industry" Olga Zugayeva, through his official position, had embezzled other people's property in the form of monetary funds to the amount over 280 million rubles under the appearance of execution of a contract for developing individual cost estimate change indexes for construction of the Vostochny Cosmodrome and its payment. The embezzled funds had been legalized by Polivanov through financial operations of transferring the said funds to the accounts of shell companies.

Due to the fact that Fatkullin had fled from the investigating authorities, he was added to the wanted list and his case is to be presented separately.

The tangible and intangible assets of the accused individuals amounting to over 105 million rubles were arrested to ensure the execution of the court decisions on civil claims and recovery of fines and other sanctions.

The accomplices did not plead guilty during the investigation. The court sentenced Yermolayev to 5.5 years in prison, Zakharov and Zugayeva to 4.5 years each, and Polivanov to 4 years in prison, all to be served in a minimum security penal colony.
