The Chairman of the Investigative Committee of Russia held a personal reception of citizens. 

The Head of the Committee held a second reception for a group of members of the Osinka non-commercial partnership located in the Vsevolozhsky district of the Leningrad region. Previously, citizens had reported the illegal expropriation of land, as well as illegal actions by gardeners' chairmen in restricting access to their territories and a number of other violations.

On the instructions of the President of the Investigative Committee of Russia, the criminal case with the bulk of the applicants' allegations is being investigated in the central office of the Committee. The investigator of the State Investigative Committee of the Investigative Committee of Russia, who is in charge of the probe, spoke at the reception about the interim results of the investigation. S.T. Sazin, Head of the Leningrad Regional Investigative Department of the Investigative Committee of Russia, reported that the department is investigating a probe into the unauthorised installation of a barrier at the entrance to a gardening cooperative.

A probe into the beating of a local resident by the chairman of the Northern Pearl gardening cooperative was also referred to the Investigative Committee from the police. In the course of the examination of the materials, a decision was taken to reclassify the defendant's actions to a more serious offence of attempted murder. The Head of the Committee has instructed his subordinates, in close contact with citizens, to continue a thorough investigation into unlawful activities against gardening cooperative members in the Vsevolozhsky district by analysing new information. The complainants thanked the Chairman for his attention to the problems of the area and its residents.

Also at the reception were the participants of the Barskaya Usadba housing estate in Agalatovo, Vsevolozhsk district, who could not get their housing completed. The police initially found no evidence of a crime in the actions of the developer.

However, the Leningrad Regional Investigative Department of the Investigative Committee of Russia initiated a criminal case of fraud on reasonable grounds, gathered the necessary information and seized documentation. The prosecutor's office has also been asked to transfer the available materials from the police. The Head of the Committee was also told about the investigation of other cases in which the victims were participants in the shared construction of housing, including the discovery of bribery by officials and the sending to court of the criminal case against D.A. Lobanovsky, deputy chairman of the Committee of State Construction Supervision and State Expertise of the Leningrad Region.

Citizens thanked Alexander Ivanovich Bastrykin at the personal reception, noting that "the investigators of the agency promptly responded to their problem, which had been unresolved for several years by other law enforcement agencies". "Your involvement gives hope that the construction will get off the ground," the applicants added, addressing the head of the department.

The Chairman of the Investigative Committee of Russia instructed the head of the Leningrad Regional Investigative Committee of Russia to provide summarised information on the situation with housing equity holders in the region and initiate the transfer of criminal cases in this category to the investigative bodies of the Investigative Committee of Russia.

Aleksandr Ivanovich Bastrykin proposed to hold another reception for defrauded shareholders at the end of December, at which he would hear the progress of the implementation of his instructions.
