The Chairman of the Investigative Committee of Russia requests a follow-up report on the progress of the investigation into the criminal case against precinct police officer Yevgeny Rybchenko


The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin instructed the Main Investigative Department of the Investigative Committee of Russia to report again on the progress of the criminal investigation into the criminal case against precinct police officer Yevgeny Rybchenko.

The Main Investigative Directorate of the Investigative Committee of Russia completed the investigation of the criminal case against Sergei Svitenko, accused of committing crimes under Article 318, Article 319, Article 264.1 of the Criminal Code (insulting and using violence against a representative of authority, driving a car by a person previously deprived of the right to drive vehicles). This criminal case was initiated in connection with a road conflict in the city of Voronezh, which caused a broad public outcry. The progress of investigation of the probe was under the supervision of the Central Office of the Investigative Committee of Russia. Upon request of the investigation, Svitenko was put into custody. It was established that he was previously brought to administrative responsibility for driving under the influence of alcohol and was deprived of the driving license, as well as to criminal responsibility under Part 1 Article 111 of the Criminal Code. That's the reason for motioning the court to elect this preventive measure. 

The investigation found that Svitenko, driving a car in a state of intoxication, committed a traffic accident in Voronezh, after which he tried to escape. However, he was detained by district police commissioner Yevgeny Rybchenko. In the course of his detention, Svitenko struck at least three times a police officer and also insulted him with foul language.

The investigators of the Main Investigative Department of the Investigative Committee of Russia thoroughly analyzed the situation, found and thoroughly investigated all the video recordings that documented what happened, and gave a legal assessment to the actions of all the participants in the conflict. Among other things, Rybchenko's actions were checked, and the investigation established that they were lawful.  

 Given the collected evidence, the criminal case against Svitenko will be sent for further transfer to the court for consideration on the merits.
