The Chairman of the Investigative Committee of Russia ordered to study the issue of participation of representatives of the agency in the working group of the State Duma to solve the housing problems of orphans

Alexander Bastrykin, the Chairman of the Investigative Committee of the Russian Federation, came forward with an initiative to consider the participation of agency representatives in a planned working group to address the problems of providing orphans and children left without parental care with the housing that is required by law. Earlier, a proposal to create such a body on the basis of the State Duma of the Federal Assembly of the Russian Federation was made by its Chairman Vyacheslav Viktorovich Volodin on November 16, 2021. He proposed that a working group headed by Anna Yurievna Kuznetsova, Deputy Chairman of the State Duma, will be created to develop legislative initiatives to solve the problem.

Representatives of the Investigative Committee are ready to join this working group and see great productivity in it, since they know the situation in the country and are familiar with the figures reflecting the seriousness of the problems in individual regions. Citizens from the category of orphans regularly appeal to the Chairman of the Investigative Committee of Russia with complaints about the inability to obtain housing that is in accordance with the law, so this issue is under the constant supervision of the head of the agency.

Thus, according to statistics, the number of orphans in need of housing has increased in recent years, and at the beginning of this year there were 187,000. In some regions there has been a significant increase in the number of orphans in need of housing. For example, the Volgograd Regional Investigative Department conducted a detailed analysis of the situation in the region. From 2016 to 2021, the number of citizens on the list of orphans, children left without parental care, and persons from their number in need of housing almost doubled, from 3,647 to 5,165. The annual increase in the number of orphans in need of housing averages 500-600. To date, orphans have been provided with 155 housing units, 149 of which are in compliance with judicial decisions that have entered into legal force. However, 968 court decisions to provide orphans with housing have still not been enforced.

At the local level, the regional division is taking a number of measures to help resolve housing issues for citizens from the category of orphans, including by initiating an increase in the amount of budgetary funds allocated for measures to purchase improved housing for orphans. Close interdepartmental cooperation has been established in this area - there is a regular exchange of information with state and local authorities, organized thematic talks, professionally oriented meetings with orphans living and studying in the assigned areas, in order to improve their level of social adaptation.

The Chairman of the Investigative Committee of Russia emphasized that the problem must be solved by consolidated efforts, providing a comprehensive assessment of the emerging situation in each subject of the country, including examining the results of the use of budgetary funds allocated to address the housing problem of orphans.
