Alexander Bastrykin holds a video-conference reception of citizens

The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held a video-conference reception of citizens. It was attended by the First Deputy and Deputy Chairman of the Investigative Committee Eduard Valeryevich Kaburneev and Sergey Nikolaevich Goryaynov, heads of separate Central Office divisions, as well as heads and employees of regional investigative departments processing criminal inquiries and probe materials that drew the attention of the Chairman.

Two citizens from the number of orphans and children left without parental care living in Volgograd Region complained that their right to priority provision of housing was violated.  Despite the court judgments that entered into force in May 2021, the applicants have not yet been provided with apartments. The Volgograd Regional Investigative Department of the Investigative Committee of Russia launched a probe under Part 1 of Article 293 of the Criminal Code of Russia (negligence). The head of the Investigative Committee of Russia heard a report by the head of the Volgograd Regional Investigative Department of the Investigative Committee of Russia, V. I. Semenov. 8 people have been recognised as victims of the offence. However, no one has yet been charged. The head of the Investigative Committee of Russia demanded a detailed report on the overall situation with housing for orphans in the region and noted that the problem is a nationwide one. The bodies of the Investigative Committee of Russia have a principled approach to the investigation of criminal cases of this category and have extensive experience and an analytical base. In this connection, A. I. Bastrykin noted the need to consider the participation of departmental officials in the working group of the State Duma of the Federal Assembly of the Russian Federation to address the issue of providing orphans with housing.

A resident of the Chechen Republic complained about wage arrears to him and members of his construction crew by an enterprise registered in Volgograd Region. The applicant and his 29 employees were working de facto in the Vsevolozhsky district of Leningrad Region, where they were building a logistics center.   The Volgograd Regional Investigative Department of the Investigative Committee of Russia is investigating a criminal case into this matter under Part 2 of Article 145.1 of the Criminal Code (total failure to pay wages for more than two months) against the head of the company.  Arrears of wages amounted to more than 2 million rubles. A.I. Bastrykin listened to V.I. Semenov's report on the progress of the investigation and expressed dissatisfaction with the fact that debts to people have not yet been paid. He ordered to complete investigation of the probe in the shortest possible time.  

An applicant from the Republic of North Ossetia-Alania appealed to the head of Russia's Investigative Committee in connection with the criminal investigation into the murder of his family in Vladikavkaz in 1996. The criminal case was then suspended, but in 2020 the investigating authorities of the Investigative Committee of Russia resumed a preliminary investigation of the case and identified one of the possible participants in the crime. The search for the rest of the persons involved is currently underway.   The Chairman of the Investigative Committee of Russia was dissatisfied with the red tape and instructed the head of the Investigative Committee of Russia for the Republic of North Ossetia-Alania V. Ustov to submit an operational report. Also the head of the Committee sent to the region forensic experts of the Main Forensic Department (Forensics Center) of the Investigative Committee of Russia. Upon instructions of the Chairman of the Investigative Committee of Russia, an official check was appointed in relation to the investigator in charge of the criminal case.

An initiative group from the city of Mozdok, Republic of North Ossetia-Alania, complained that from 2014 to the present time 25 employees of Mozdok Brick Plant LLC have not been paid their salaries. Citizens demand to bring the management of the plant to criminal responsibility and to give a legal assessment of the actions of bailiffs, who did not take proper measures to preserve the property of the plant, its subsequent sale to repay the debt. A.I. Bastrykin heard a report by V.Kh. Ustov and instructed to report as soon as possible on the work plan to resolve this situation and pay people their salaries as soon as possible.

As a result of the personal reception of citizens, the head of the Investigative Committee of Russia gave specific instructions on all the materials and made a number of procedural decisions.
