At the recent plenary session of the Federal Assembly of the Russian Federation, Nikolai Petrovich Burlyaev voiced his position on the tasks of culture, its importance in the development of the spirituality of the people and the need to transform film production for these purposes.
The Investigative Committee of Russia fully shares and supports the opinion of the deputy and People's Artist of Russia. And in the near future we plan to organize a working meeting between the Chairman of the Investigative Committee of Russia Alexander Bastrykin and the deputy Nikolai Burlyaev to discuss the topical aspects of further development of national culture, as well as possible measures to support his initiatives.
The agency has repeatedly drawn attention to the fact that the deep causes of many crimes is the lack of opportunities for the younger generation to receive a sufficient level of education, culture and, as a consequence, the blurred moral values and guidelines.
The solution to this problem must begin with the basics, which is what Nikolai Petrovich was talking about. Indeed, the goal of culture is the transformation of the people. And the state should regulate this sphere in order to prevent the transmission to the masses of works that propagandize destructive behavior, violence, Russophobia and other negative manifestations. "Creativity" of this kind has a destructive effect on the national idea and has a deleterious effect on the younger generation.
There is a Presidential Decree "On the Fundamentals of State Cultural Policy", which should be based on our traditional spiritual and moral values, to accumulate the best for transmission to future generations. In the current situation it is necessary to take concrete steps to implement it on a national scale.
It is worth adding that among the numerous works that are released on the wide screen, there are not many that really positively influence the worldview and consciousness of the audience, faithfully reveal the essence of this or that activity or profession. An example of that positive influence of culture that Nikolay Petrovich Burlyaev spoke about can be a new domestic feature film "The Sky".
The picture tells about the feat of the pilot - crew commander Oleg Peshkov, who died in the performance of combat missions in the framework of the counterterrorist operation in Syria. But little is known about his exploit. The Su-24 aircraft was shot down in November 2015 in Syria during a combat mission. The crew managed to eject, but Oleg Peshkov was killed by militants during his parachute descent. He was awarded the title of Hero of Russia posthumously.
By decision of the Chairman of the Investigative Committee of Russia this film will be shown in all departmental academies, cadet corps, including the boarding school, as well as cadet classes of the Investigative Committee of Russia. The feature film, based on real-life events, will be a vivid example of the dedication of a true Russian officer to his oath, duty and Fatherland for students of educational institutions of the Investigative Committee of Russia who plan to tie their future to the protection of citizens' rights and the law.
