Criminal prosecution of district police officer Yevgeny Rybchenko terminated

The Main Investigative Department of the Investigative Committee of Russia terminated the criminal case against district police commissioner Yevgeny Rybchenko, who was involved in a road conflict in Voronezh Region. The instigator of the conflict situation was Sergey Svitenko, who was charged by the investigators of the Main Investigative Department of the Investigative Committee of Russia with committing offenses under Article 318 of the Criminal Code, Article 319 of the Criminal Code, Article 264.1 of the Criminal Code (insulting and using violence against public officers, driving a car by a person who had been deprived of the right to drive vehicles).  Given the collected evidence, the criminal case against Svitenko was sent for further transfer to the court for consideration on the merits.  

The situation caused a wide public response. The Chairman of the Investigative Committee of Russia Alexander Bastrykin put the progress of the investigation under supervision.

Investigation carried out a big amount of work. It was established that Svitenko, driving a car in a state of intoxication, committed a traffic accident in a yard Voronezh, after which he tried to escape. However, he was detained by district police commissioner Yevgeny Rybchenko.  In the course of his detention, Svitenko struck at least three times a police officer and also insulted him with foul language.

The investigators of the Main Investigative Department of the Investigative Committee of Russia thoroughly analyzed the situation, found and thoroughly investigated all the video recordings that documented what happened, and gave a legal assessment to the actions of all the participants in the conflict. Among other things, Rybchenko's actions were checked, and the investigation established that they were lawful.   In this regard, the criminal prosecution of Yevgeny Rybchenko was terminated.
