Chairman of Russia's Investigative Committee instructs to report on a number of inquiries into reports of violations of the rights of socially vulnerable citizens

On 8 November 2021, information was posted on a social network that a house in the village of Mokrousovo in Kurgan Region, where flats for orphans were provided in 2018, was in poor technical condition. The investigation will check all the circumstances mentioned in the report. Investigators of the regional Investigative Committee of Russia will also check the legality of the construction and commissioning of the said house, compliance with technical standards and regulations during its construction, and establish the reasons behind its current state.
The Сhairman of the Investigative Committee of Russia instructed the head of the Kurgan Regional Investigative Department of the Investigative Committee of the Russian Federation, B. V. Frantsishko, to report on the situation.

In addition, media and internet monitoring revealed a publication on the website of an online media outlet which reported about a family who had lost their flat due to the partial collapse of a structure in an apartment building in the Saratov region. A resident of Krasny Oktyabr village in Saratov region lived together with her husband and two minor children in a flat in Krasny Oktyabr village purchased with maternity capital funds. On 23 June 2019, the eaves and part of the bearing wall collapsed in the house. The family and their two children have been living in a rented studio flat since 23 June 2019. They applied to various authorities to declare the house emergency or to make repairs. On 7 September 2021, an interdepartmental commission met to declare the house emergency. The authorities promised that the panel would be replaced by 20 September.  However, to date, the issue has not been resolved. A pre-investigative probe was organized into the matter.

The Chairman of the Investigative Committee of Russia, Alexander Bastrykin, instructed the head of the Saratov Regional Investigative Department of the Investigative Committee of the Russian Federation, A. Govorunov, to report on the progress of the probe.

The heads of the regional offices have been instructed to take exhaustive measures to clarify all the circumstances.

The progress of the pre-investigative probes is supervised by the Central Office of the Investigative Committee.
